fix(azure-devops): wake PR watches on CI results - #26781
Azure DevOps PR watches poll successfully but receive checks: [], so CI completion and failure cannot wake the watching agent. This also leaves Azure PR details and the checks endpoint without build results.
Change
Read paginated build/status policy evaluations and PR statuses through the existing Azure CLI authentication and error handling; share the mapping between PR details and getChangeRequestChecks.
Preserve required versus optional checks, stable policy/context names, and result links. Status policies follow Azure's evaluation, including PR-wide statuses.
Keep outdated source/merge builds pending, report expired current builds as failures, and reject reads interrupted by a source push. Failed or incomplete reads remain errors; repositories with no checks remain valid.
Reuse the existing watch reactor and queued agent-run path. No client contracts or watch lifecycle instructions change.
Alternative implementation overlapping #24568 and #22555; this PR includes current-revision safeguards, PR-status support, and a provider-to-persisted-agent-run regression. It does not supersede or modify those PRs.
Verification
Added regression cases before implementation: current-revision CI mapping failed on the hardcoded empty checks. Additional failing cases reproduced status-policy and expiration defects found during Grok review.
vp run check:changed: format, lint, knip, affected-package typechecks, generated operations, and 183 tests pass.
The real Azure driver, PullRequestService, watch reactor, and orchestrator run against synthetic Azure CLI responses. Queued/running checks stay quiet; build success/failure, status-policy success/failure, and build expiration each create one persisted agent run. Unchanged later polls create no duplicate run.
Focused cases cover stale builds/iterations, source pushes during reads, required/optional checks, empty repositories, authentication/decode failures, policy pagination, status continuation, and repeated cursors.
Read-only checks against two private Azure PRs confirmed real build-policy context fields, success/failure mapping, optional statuses, and pending outdated builds. On Windows this transcript used the installed Azure CLI Python entry point because the test process spawner cannot launch az.cmd directly. No live agents or PRs were changed.
Installed-desktop behavior and a real CI transition triggering a live provider turn were not exercised; wake delivery is verified through the integrated persisted-run test.
Implemented with GPT-6.1 Sol through the Codex harness in T3 Code; reviewed with Grok 4.7 through T3 Code.

listPolicyEvaluations omits not-applicable evaluations, so azureDevOpsChecks cannot mark those policies skipped or suppress their matching raw statuses; a failed status for a path-filtered policy is therefore reported as a failing optional check, causing readChecks and watches to see the wrong result. Add includeNotApplicable=true to the evaluations query.

Macroscope's review found this PR approvable — Azure PR details and existing watches now receive CI results through bounded, revision-checked reads. The reported false-failure issue remains subject to the separate correctness gate; no additional material review risk was identified.

Azure DevOps pull-request reads now fetch policy evaluations and statuses, convert them into checks for the latest iteration, and include checks and their state in pull-request details. Tests cover check retrieval and watch notifications for terminal and in-progress CI scenarios.

Full details: Linked Issues check
Explanation
Issue [#18728] requires Azure DevOps build results to produce pull-request check notifications that wake the watcher. AzureDevOpsPullRequestProvider now reads policy evaluations and statuses, verifies the revision during the read, maps the results through azureDevOpsChecks, and returns the checks from both getChangeRequest and getChangeRequestChecks. The mapping reports terminal failures and keeps queued, running, and stale builds pending. The integration test verifies one persisted wake for terminal build and status-policy results, no wake while checks are non-terminal, and no duplicate wake on a later sweep.
Full details: Out of Scope Changes check
Explanation
The changes stay within issue [#18728]. CLI pagination, response decoding, project identity data, revision-change safeguards, check mapping, provider integration, and regression tests directly support reading and delivering Azure DevOps build results. The runtime integration test verifies the existing watch and queued-run paths. No unrelated product behavior or client contract changes are shown.

The "status approved", "status rejected", and "expired" rows change only the input that azureDevOpsChecks maps. That mapping is covered in azureDevOpsChecks.test.ts, which tests status-policy approved and rejected evaluations and expired current builds. AzureDevOpsPullRequestCli.test.ts covers approved and rejected build policies through the provider. The wake assertions in this test depend only on the terminal state, not on the policy type or expiry. Keep "approved" and "rejected" here.
This rule applies: "Test at one layer: the lowest one that fails on main. Do not repeat the case in a wrapper test."
With only these two rows, the statusPolicy constant, the pullRequestStatuses branch that depends on it, and the isExpired expression in the mock no longer have reachable branches. Remove them.

Use an operation-specific incomplete-read error for missing pull-request data.
AzureDevOpsPullRequestIncompleteError describes a missing branch or link from getPullRequest. That detail is incorrect for a missing projectId, location, or latest iteration.
AzureDevOpsPullRequestReadError is not a suitable replacement. Its detail says that the CLI response was unreadable, and its cause is not included in the user-facing detail or message.
Use a structured incomplete-read error with the operation and a bounded missing-field reason at listPolicyEvaluations, readChecks, and getChangeRequestChecks. Keep AzureDevOpsPullRequestReadError for decode, pagination, and revision-read failures.
