Run the busy-renderer case with controlled timers.

The busy case leaves page.title() pending, so statusWithTitle waits for its native 250 ms timer. The page and navigation methods are mocks, not subprocess or network fixtures. The it.live exception does not apply.

Use it.effect with fake native timers. Start the broker invocation, advance the timer by 250 ms, then await the result. TestClock.adjust alone is insufficient because the production code uses native setTimeout.

Update the busy-renderer case in the it.live.each test so it runs with
controlled native timers: use it.effect, start the broker invocation, advance
the fake timer by 250 ms, then await the result from statusWithTitle. Do not
rely on TestClock.adjust alone for the native setTimeout.

Prepared the test-only correction in #30699 targeting this branch, commit df614ee. The renderer cases use it.effect and controlled native timers; a promise signals when title() starts, after its timeout is registered, before advancing 250 ms. Production code and status assertions are unchanged. Both focused cases and the complete 32-test preview file pass; targeted lint/format and server typecheck pass. Leaving this original thread open until the follow-up is incorporated, since this account cannot push to the upstream branch.

@ElliotDrel The described correction in #30699 addresses the timer-control concern. Waiting for the title-read signal before advancing native timers avoids advancing them before the timeout is registered.

This thread should remain open until the correction is incorporated into #26127. I have not independently verified commit df614ee090 or the reported check results.

## Verifying

- The server is event-sourced, and side effects run after the command commits. In tests, drain the effect worker (`OrchestrationEffectWorkerV2.drain`) or await the specific persisted event or `Deferred` that marks the milestone. Never wait on sleeps or polling. A test that needs a timeout to pass is wrong. Concretely:
  - `it.effect` runs on a `TestClock`; `Effect.sleep` only advances through `TestClock.adjust`. `it.live` is wall-clock and only for subprocess or network fixtures.
  - No `yieldNow` or `sleep` polling loops. Await the `Deferred`, take from the `Queue`, or drain the worker.
  - No per-test timeout argument or `retry`. The project timeout is the ceiling, and flaky tests are fixed, not retried.
  - No `performance.now()` or `Date.now()` deltas. Assert on events and counts, not elapsed time.
  - Browser tests assert through `expect.element` or `vi.waitFor`, never `requestAnimationFrame` or `transitionend`.
  - `vi.mock` factories must not spread a real module that pulls in Shiki or the diff workers.
  - `it.skip` and friends need a tracking issue on the line above: `// quarantine: #1234 <why>`.
  - Lint enforces this: `t3code/no-test-timeout-or-unreasoned-skip`, `t3code/no-frame-waits-in-browser-tests`, `t3code/no-wall-clock-in-tests`, `t3code/no-real-time-wait-in-tests`, `t3code/no-polling-loop-in-tests`.

This supersedes the real-time wait in the busy-renderer test and completes the suggestion-form handoff described above. This is the focused correction from df614ee: await the title-read signal (the native deadline is registered before title() is called), advance the native timer by 250 ms only for the busy renderer, and restore timers through ensuring cleanup. No real wait is needed. Keep the original finding open until incorporated; #30699 remains the delivery PR in the meantime.
