On a phone the connection drops often. A message sent in a gap can be lost or block the composer, threads not opened recently can't be read offline, and the reconnect state covers the thread.
Change
Sends go to the on-device outbox before the composer clears. They deliver in order on reconnect and survive an app kill. Each keeps its commandId, so existing server receipts drop retries.
Thread snapshots save on leave, disconnect and background. A 150 MB LRU budget evicts old snapshots but never the open thread or threads with queued sends.
While connected and in the foreground, the app prefetches up to 50 recent threads and 10 running ones, two at a time, through the existing afterSequence catch-up.
Reconnect status is a delayed chip with the queued count instead of an overlay.
Client only. No server or contract changes.

Prefetch treats the retained cached live status as successful synchronization, so a remote update can be missed and the offline thread remains stale. createEnvironmentThreadStateAtoms emits cachedThreadState(resume.snapshot.state) before starting the live stream, and this check resolves waitForThread immediately; the caller then records updatedAt in refreshed and skips another attempt for that version. Wait for a signal that confirms fresh synchronization rather than accepting the cached status.

Summary
Outbox ordering and composer persistence apps/mobile/src/state/thread-outbox-model.ts, apps/mobile/src/state/thread-outbox-manager.ts, apps/mobile/src/state/persist-composer-message.ts, apps/mobile/src/state/use-thread-composer-state.ts, apps/mobile/src/state/thread-outbox.test.ts
Queued messages gain enqueue ordinals and are grouped by effective enqueue order. Composer sends use shared draft persistence and prevent overlapping sends.
Shared helpers define snapshot metadata and persistence eligibility. Thread state can persist snapshots during finalization, disconnects, and environment-wide persistence.
Cache metadata, budget, and protection apps/mobile/src/persistence/mobile-database.ts, apps/mobile/src/persistence/thread-cache-budget.ts, apps/mobile/src/connection/environment-cache-store.ts, apps/mobile/src/connection/environment-cache-store.test.ts, apps/mobile/src/state/thread-cache-protection.ts
Cache records track byte size, access time, and source update time. The database exposes cache-index and protection operations, and budget enforcement evicts unprotected thread entries.
The installer selects eligible threads, checks cache timestamps, and waits for synchronization. It responds to app and data state changes, persists snapshots on backgrounding, and is installed with cache protection.
Connection-aware thread status apps/mobile/src/features/threads/*, apps/mobile/src/lib/useDelayedStatus.ts, packages/client-runtime/src/delayedStatus.ts, packages/client-runtime/src/delayedStatus.test.ts
Thread screens display connection chips and connection-aware pending-message labels. Delayed status supports configurable timing, and unavailable-content messaging depends on connection state.

Offline thread caches can be overwritten with older content and an older cursor in a specific sequence: a disconnect while a run is active, then expanding history. Separately, queued sends may be reordered if the device clock moves backward. Fix the snapshot sequence check before merging; the ordering gap is a small, low-effort change.

Expose the missing-ordinal path without weakening the publication test.
queuedMessage gives every fixture enqueueOrdinal: 0, so the tests do not exercise enqueue with the production message shape. Production messages omit this field, and enqueue can await load() before publishing while ordinalReady is false.
Make the helper override optional. Keep the cited publication test explicit about its ordinal, because removing the default makes its empty-storage setup wait for load() and fail its immediate publication assertion. Add a test with persisted legacy messages and a new message that asserts backfilled ordinals, the new ordinal, queue order, and persisted writes. Add a direct mixed ordinal/no-ordinal ordering assertion as well; loading legacy messages backfills them before grouping, so the legacy/new test alone does not cover that comparator branch.
Pass enqueueOrdinal: 0 explicitly in the publication test.

Review found races and dropped writes in the offline sync change.
- Disconnect saves the committed projection and cursor pair, so a cold
restart never resumes past events the cache does not hold.
- Streaming updates are no longer queued while a run is active, and the
persist guard is gone, so Stop's repair of an expanded thread reaches
the cache. The repair starts from the newest snapshot handed to it.
- Queued messages sort by enqueue ordinal or, without one, creation time.
Load no longer rewrites legacy records, so a partial load or failed
write cannot reorder sends after a restart.
- One write lock serializes SQLite writers; exclusive transactions open
their own connection with no busy handler.
- Pull request pruning deletes cache metadata explicitly, since the
transaction connection does not enforce the cascade.
- Prefetch counts a thread as refreshed only when its projection is at
least as new as the shell, not when a retained snapshot says live.
- Pending rows relabel on connection changes; error and unsupported
states ask to reconnect instead of promising to load.
- The composer send guard no longer uses try/finally, which the React
Compiler skipped.

When storage is empty, load() succeeds but leaves ordinalReady false. Every send in that session then omits enqueueOrdinal. If the device clock moves backward between offline sends, groupQueuedThreadMessages sorts them in the wrong delivery order. Set ordinalReady after any complete load; the counter already starts at zero for an empty store.

Do not replace a newer saved snapshot with an older queued snapshot.
An active run can advance the committed projection without updating queuedSnapshot. A disconnect can save that newer projection. If the user then expands history, this branch can persist the older queuedSnapshot because it differs from savedSnapshot. The next offline load can lose the newer cached activity and cursor. Compare snapshot sequences before writing, as reconcilePendingWork does, and retain the newer saved snapshot.
