feat(cli): t3 thread send takes --mode to steer a running turn - #25944
t3 thread send always sends with mode: "queue" (apps/server/src/cli/thread.ts). A script that sends to a busy thread cannot reach the agent until its whole turn ends. In my case, a small service forwards review notes from a web page to the agent's thread, and a note waits behind a long build.
A script cannot work around this by calling /mcp itself: a token from t3 auth session issue --subject mcp-client has the approval-required runtime ceiling, so t3_thread_send rejects a full-access thread. The CLI's own MCP session has the full-access ceiling.
Change
t3 thread send takes --mode queue|auto|steer|restart and passes it to t3_thread_send. The default stays queue, so current scripts behave the same. The text output names the delivery (Queued., Steered., Restarted., Sent.) instead of "Sent." for all but a queue. docs/user/outside-agents.md describes the flag.
Scope and approval
This is a focused option for an established capability. t3_thread_send already offers auto, queue, steer and restart to agents through MCP, and the app steers follow-ups by default. The flag exposes the same modes to the CLI that already calls this tool. It adds no new server behavior, and the default does not change.
Verification
vp run check:changed: format, lint, knip, typecheck and the thread CLI tests pass.
Against a running Nightly server (0.1.3-nightly.20261027.3754): I applied the same one-line change to the shipped CLI bundle and sent a note with mode auto to a thread whose turn was running sleep 75. The result was "delivery":"steered", and the note appeared inside that running turn, before the agent's reply. A send without the flag still prints Queued. for a busy thread.
Not checked: --mode restart against a live thread, and the source CLI against a live server, because AGENTS.md says not to write to the live T3 home from a dev checkout.
t3 thread send always queued, so a script could not reach a busy agent until its turn ended. The t3_thread_send tool already offers auto, steer and restart; --mode passes one through. The default stays queue.
Macroscope's review found this PR approvable — Adds an opt-in --mode flag to expose existing queue, auto, steer, and restart delivery modes; the default remains queue, so existing CLI behavior is unchanged. The implementation is a small CLI pass-through plus documentation, with no new server-side orchestration or schema changes.

thread send now accepts queue, auto, steer, and restart modes. It passes the selected mode to t3_thread_send and displays a label for the delivery result. The documentation describes the modes.
Changes: Thread send delivery modes

Summary
Configure and report delivery modes apps/server/src/cli/thread.ts, docs/user/outside-agents.md
The command adds the four delivery modes, defaults to queue, passes the selected mode to t3_thread_send, and maps delivery results to distinct labels. The documentation describes the mode behavior.
The help text can mislead users about auto-mode delivery, but the issue is localized and low risk.

Describe the idle behavior for auto.
The server contract starts an idle thread, steers a running turn, or queues when appropriate. This help text says auto “otherwise queues,” which is misleading. Update it to match the server behavior.
