fix(pr): show when GitHub branch rules block merging - #25803
GitHub can report mergeable: MERGEABLE and passing checks while branch rules still report mergeStateStatus: BLOCKED. T3 offered an active "Squash and merge" button in that state. Fixes#25583.
Pass an optional mergeBlocked flag from GitHub through PR detail. The header offers auto-merge when available, otherwise a disabled "Merge blocked" control with a generic branch-rule explanation. Hide the secondary immediate-merge action and suppress the thread row's merge shortcut. Mobile uses the same flag to refuse immediate merge while keeping auto-merge available. Viewers who can bypass branch rules retain the merge action. Other hosts and older servers can omit the field.
This is a focused correction to an existing merge control under the obvious-bug exception in CONTRIBUTING.md. It adds no setting, polling, or extra API request. The explanation does not infer a specific blocker from BLOCKED. Stack merging remains host-validated through the existing path.
Verification
On bc8e8d2fd6, includes main ffaa1dba76d8. vp run check:changed passed format, lint, both Knip checks, GraphQL validation, all 35 affected package typechecks, 387 tests across ten files, and the React compiler checks.
Fixed the upstream CI failure in the newly added GitHub API test fixture by including viewerCanMergeAsAdmin: false in its shared core response. The focused file reproduced 13 failures before the fixture correction, then passed all 111 tests afterward.
Regression tests cover passing checks with BLOCKED, admin bypass, CLEAN, the web primary control and thread shortcut, and mobile merge refusal with auto-merge preserved.
Tested the actual PR panel in T3's Browser panel on Linux Chromium at 1280×800 against an isolated development home. Confirmed the disabled control and tooltip, and the auto-merge alternative. No merge or auto-merge mutation was executed.
Web and desktop share the changed panel. Electron and native mobile were not exercised; mobile behavior has focused logic coverage.

Both captures use live PR #23893, reported as BLOCKED by GitHub. A temporary local fixture granted the viewing account merge permission and disabled auto-merge to expose the relevant control; this account cannot merge upstream. The before capture uses the baseline panel and primary-control logic at 78e93fd9d1; the after capture uses this patch with the same fixture. The fixture was removed before final checks and is not committed. The passing-checks case is covered by the regression test.

The unrelated untracked local issue-scout skill was excluded; no tracked PR files were excluded. Full upstream CI still requires maintainer authorization.
Updated the branch with current main and resolved the contract, decoder-test, and generated GraphQL conflicts. The blocked control now remains in the keyboard tab order, exposes its explanation through aria-describedby, and has no merge handler. A browser regression fails before the fix because Tab skips the control, then passes after the fix. It also checks the accessible description and that Enter/Space cannot perform a merge.

Macroscope's review found this PR approvable — This is a narrowly scoped bug fix that carries GitHub branch-rule blocking status through the existing pull-request model and prevents misleading merge actions on web and mobile. The additive optional field and targeted regression coverage keep the change self-contained and backward-compatible.

Walkthrough
The change adds GitHub merge-block status to pull request details. Mobile and web controls use that status to prevent immediate merges and, when available, offer auto-merge.
The GitHub query requests viewerCanMergeAsAdmin. Conversion sets mergeBlocked when the merge state is BLOCKED and the viewer cannot merge as admin. Tests cover blocked and unblocked results.
Provider and detail contracts add optional mergeBlocked. The server copies a defined value to pull request details. Mobile actions prevent immediate merging when the value is true and return a repository-rules reason.
Web merge controls and feedback apps/web/src/components/pullRequest/pullRequestDetail.logic.ts, apps/web/src/components/pullRequest/pullRequestDetail.logic.test.ts, apps/web/src/components/pullRequest/PullRequestDetailPanel.tsx, apps/web/src/components/pullRequest/PullRequestDetailActions.tsx, apps/web/src/components/pullRequest/PullRequestDetailActions.browser.test.tsx
The web resolver can offer auto-merge, return a blocked control, or return no action based on merge availability. The detail and thread panels suppress merge actions when mergeBlocked is true. The blocked control explains the repository-rule restriction, and tests cover its behavior and accessibility.

Full details: Title check
Explanation
The title "fix(pr): show when GitHub branch rules block merging" matches the main change. The PR adds an optional mergeBlocked flag from GitHub and shows a disabled "Merge blocked" control when branch rules block merging. The title is concise, uses a conventional commit prefix, and names the specific behavior. The changeset also covers mobile merge refusal, thread-row shortcut removal, and a keyboard-focus fix, which the title does not mention, but it does not need to cover every detail.
Full details: Description check
Explanation
The description follows the repository template's main sections: Problem, Change, Scope and approval, and Verification. It explains the problem with GitHub reporting MERGEABLE with passing checks while mergeStateStatus is BLOCKED, and it describes the change across web, mobile, server, contracts, and GitHub provider layers. It cites the obvious-bug exception in CONTRIBUTING.md and links the issue #25583. Verification includes specific commands, test counts, browser checks, and before/after screenshots and recordings, and it states what was not exercised (Electron, native mobile, full upstream CI). The description does not use the template's exact headings, and the Problem section lacks an explicit expected-behavior statement. These are minor gaps, so the description is mostly complete.
Full details: Linked Issues check
Explanation
[#25583] requires the PR panel to identify a blocked merge and prevent an immediate merge when GitHub reports mergeStateStatus: BLOCKED. The GitHub provider derives mergeBlocked while preserving administrator bypass and optional-field compatibility. Web, thread-row, and mobile actions enforce the blocked state. The web control provides a disabled Merge blocked state and an accessible branch-rule explanation. Tests cover blocked state, auto-merge, bypass, web keyboard behavior, and mobile behavior.
Full details: Out of Scope Changes check
Explanation
The changes remain within [#25583]. The contract, provider, server, web, and mobile changes carry and enforce the GitHub branch-rule state. The added and updated tests support this behavior, including the corrected GitHub fixture. The reviewed scope shows no unrelated setting, polling, extra API request, or unrelated feature.

@juliusmarminge The keyboard-accessibility finding is fixed and its review thread is resolved. The later CI fixture failure is also corrected at current head bc8e8d2fd6, which includes main ffaa1dba76d8. Local vp run check:changed passes, including 387 tests across ten files and all 35 affected package typechecks. Verification and keyboard before/after evidence are in the description.
All seven CI/preview runs on this new head report action_required with zero jobs started, including CI. Could you authorize the fork workflows so upstream validation can run again?
Fixed the CI Test failure at 43f4d5d594 and merged current main ffaa1dba76d8. The newer GitHub API test fixture omitted the required viewerCanMergeAsAdmin response field. Its file reproduced 13 failures before the correction and passes all 111 tests afterward. No additional production behavior change was needed.

Assert the ARIA state instead of native disabled state.
toBeDisabled() requires a native disabled attribute or disabled ancestor. The blocked button only renders aria-disabled="true" so this assertion fails. Use an ARIA attribute assertion while preserving the button's intentional keyboard focusability.

Reject blocked immediate merges at the shared action boundary.
The desktop stack and speed paths, plus the mobile stack path, can call runAction({ action: "merge" }) without checking mergeBlocked. PullRequestService.runAction forwards that action to the provider, and the GitHub ordinary and stack paths do not reject the blocked state. A blocked pull request can therefore reach an immediate merge mutation instead of remaining on the disabled “Merge blocked” path.
Add a true-only check before provider dispatch. Use the uncached provider read, not the cached public detail path. Apply the check only to action === "merge" so auto-merge remains available. GitHub's provider value already excludes viewers with admin bypass, and omitted values remain allowed for other hosts.

Regarding the two outside-diff findings in this review:
Updated the browser assertion at bc8e8d2fd6 to explicitly check aria-disabled="true". The prior assertion passed under the browser matcher, but the new assertion states the intended contract directly. Keyboard focus, accessible description, Enter/Space non-activation, and subsequent Tab navigation remain covered. All required local checks pass, including 387 tests and 35 affected package typechecks.
I am not adding the proposed blanket service-level detail read. Ordinary merges already use GitHub's merge mutation after a fresh action-state read; GitHub remains authoritative for branch-rule enforcement. The native stack path deliberately submits one atomic, queue-aware merge-async request with merge_action=default, the reviewed head SHA, and no bypass option. Its existing test, submits one atomic merge with the reviewed head and respects the merge queue, explicitly covers an enqueued result. A single-PR BLOCKED preflight at the shared boundary would add a host read and change the existing native stack/queue behavior; it would not make that validation atomic. Stack merging remains host-validated as stated in the PR description.
