fix(server): allow queued messages ahead of completion deliveries - #25697
t3_queue_reorder rejected a queued correction placed before a delegated-task completion. With a completion backlog, the correction could only run after all earlier completions.
Change
Allow queued messages to be inserted before completion deliveries while retaining the completions’ relative order. An optional run marker records deliberate priority; unmarked legacy queues keep their existing completion-first behavior. Moving a message back clears its priority, and goal-command normalization preserves its existing ordering.
Original runtime-layer regression fails before the fix with “Queued messages cannot be reordered ahead of automatic completion delivery” and passes afterward.
Focused queue ordering, runtime lifecycle, steering, delegated completion, projection persistence/recovery, contracts, and goal tests pass. After merging main, queue ordering and runtime lifecycle passed again: 93 tests. The three production files are byte-identical to the audited evidence revision.
vp run check:changed: passed format, lint, knip, typechecks for 30 packages, and 118 tests in 5 files.
Independent GPT-6.1 Sol and Claude Opus 5.5 full-diff reviews; independent proof audit rebuilt the evidence and reproduced red/green exits 1/0.
Visual matrix is empty: no render paths change. Runtime proof uses the real orchestration layer and in-memory SQLite with a stub provider and injected terminal events. It proves queue promotion and persistence, including one starting run at a time, no skipped or duplicate promotions, and empty final queues. Real provider execution, process restart, and UI behavior were not exercised.
Models: GPT-6.1 Sol via Codex and Claude Opus 5.5 via Claude Agent in T3 Code.
Takeover
Taken over in land mode; the production change is unchanged from ad518480c9. origin/main is merged in (head 1d23f502f5). The PR's three tests were replaced with one runtime test that drives the real orchestrator: moves a queued message ahead of queued delegated completions and back. It covers the reorder ahead of a completion, a completion that arrives afterwards, the rejected move of a completion, and clearing priority when the message moves back. The two QueuedRunOrder unit tests were dropped: the legacy completion-first order is already covered by main's existing test in that file.
Evidence
Server-only change: web and mobile hide automatic completion runs from the queue (packages/client-runtime/src/state/threadWorkflows.ts), so no client render path changes and there are no captures. Agents reach the behaviour through the t3_queue MCP tool's reorder action.

vp run check:changed at 1d23f502f5: format, graphql, lint and knip 1/2 pass; the run did not finish on a heavily loaded VM. CI runs the full suite.
Proof audit pass 1: 17 affected transcript rows; capture incomplete (infra: dependency install took 86 min under load).

Reordering a queued message before an automatic completion delivery was
rejected, and delivery order forced every completion first regardless of
queue position.
Delivery order now follows queuePosition, with completions winning ties.
A new completion takes the position of the last queued completion (or the
queue head), so by default it still runs before visible messages and after
earlier completions. The reorder handler treats completions like any other
queued run as a target while still refusing to move them.

… completions
Delivering by queuePosition alone silently reordered queues stored before the
upgrade: a completion queued behind visible messages (U@1 C@2) used to run
first and would now run last. Positions cannot tell that legacy shape apart
from a user reorder, and widening them past PositiveInt would break older
clients' decoding.
Delivery keeps the completions-first rule. A reorder that places a message
before a queued completion marks it queuedAheadOfCompletions, which puts it
in the completions' priority band by position. Goal normalization clears the
mark, and new completions keep their max+1 position, so they land after
earlier completions and after messages the user moved ahead.

Macroscope's review found this PR requires human approval — This is a focused server queue-ordering fix with an optional persisted priority field and integration coverage. An unresolved review comment identifies a concrete case where goal-command normalization may clear an existing priority and reverse delivery order, requiring human review.

Queued messages can now be reordered ahead of automatic completion deliveries. Delivery ordering uses the recorded reorder state while preserving the order of completion deliveries.

Apply delivery priority and verify ordering apps/server/src/orchestration-v2/QueuedRunOrder.ts, apps/server/src/orchestration-v2/runtimeLayer.test.ts
Delivery ordering prioritizes automatic completions and runs marked queuedAheadOfCompletions. The runtime test checks that a message can move ahead of completions, that completion order is retained, and that completions cannot be directly reordered.
A goal command can undo a user’s queued-message priority without moving that message back. Preserve that priority before merging.

Explanation
Issue #25646 requires a queued message to move ahead of automatic completion deliveries while completion deliveries keep their relative order. The diff removes the rejection for a beforeRunId that names a completion. It preserves all queued runs during reorder, records queuedAheadOfCompletions, and uses that marker with completion priority in queuedRunsInDeliveryOrder. The runtime-layer test covers correction-before-completions, completion order, rejection of direct completion reorder, and moving the correction back. Unmarked legacy runs retain completion-first ordering.

Explanation
The changed production code supports issue #25646. Orchestrator.ts changes reorder handling, marker clearing, and goal-command normalization. QueuedRunOrder.ts consumes the marker. orchestrationV2.ts stores the optional marker. The added runtime-layer test verifies the required behavior. No unrelated production feature or unrelated file appears in the reviewed diff.

Major · Functional Correctness · Quick win
Preserve priority when normalizing other messages for a goal command.
If a user reorders correction A ahead of completion C, stopRunForGoalCommand clears A’s flag when another message is promoted as a goal command. queuedRunsInDeliveryOrder then delivers C before A, although the user did not move A back. Keep A’s flag unless normalization actually places A after the completions. This also needs a regression case with an already-prioritized message. (raw.githubusercontent.com)

…tions
Replace the PR's tests with the takeover's minimum: one runtime test that
drives the real orchestrator. A queued message reordered ahead of two queued
delegated completions runs first, the completions keep their order and a
later completion queues behind it; completion runs still cannot be
reordered; moving the message to the end clears its priority so a plain
follow-up runs before it. Legacy completion-first order stays covered by the
existing QueuedRunOrder unit test, so the PR's two unit tests are dropped.
