fix(server, mobile): a model pick applies to the message it was sent with - #25587
A mobile model pick stays in the composer draft until the app sees the thread on that model. A phone that sleeps through that moment keeps the pick, and a later ordinary follow-up moves the thread back to it with a context handoff (#24564; cross-device variant #18762).
The client can't release the pick earlier because the server resolves an unpicked queued follow-up to thread.modelSelection, which only changes when a run starts. A quick follow-up queued behind the picked message would go back to the old model.
Change
Server: a client message without a model that queues (not steers) follows the newest queued run's model instead of thread.modelSelection. Queued monitor updates are skipped, since they follow whatever runs before them. Steering, explicit picks, goal commands, and server-created messages keep the thread's model.
New server integration test in ProviderSwitch.integration.test.ts: with Codex running, a Claude pick is queued, then an unpicked follow-up is queued. On main it queued on Codex; it now queues on Claude.
Server test also covers: a monitor update between the pick and the follow-up, a server-created message, and start_immediately after Stop.
Ported mobile tests in threadOutboxDelivery.permissions.test.ts: an unpicked follow-up is delivered without a model even when this client's copy of the thread model looks unavailable; a picked one carries its pick. Both unpicked cases fail on main.
New mobile test in use-composer-drafts.test.ts: delivering a message with the pick releases the pick and keeps the rest of the draft; a different model leaves the pick alone.
Orchestrator suites ProviderSwitch, runtimeLayer, SteeringCompletion, ThreadStop, DelegatedCompletionDelivery, ThreadFork and CommandPolicy pass; vp run check:changed passes.
Not checked on a device. The mobile change has no visible surface beyond which model the next message uses.
Macroscope's review found this PR approvable — Model picks now travel with their messages, while ordinary follow-ups use server-owned thread and queue state instead of stale mobile selections. The change is narrowly scoped to selection propagation, with no product-default or diagnostic-suppression changes.

Mobile outbox messages now preserve explicit model picks separately from thread-model fallback selections. For unpicked queued user follow-ups, server dispatch can use the newest eligible queued run’s model. Successful delivery releases a matching composer pick.

The composer queues only explicit model selections. Persistence marks explicit picks and removes unmarked follow-up selections when decoding, while retaining creation-message selections. Tests cover persistence and follow-up queueing.

The outbox checks model availability and sends a selection only for explicit picks. After successful delivery, it releases a matching composer pick. Tests cover delivery with and without a model pick and matching draft behavior.

When an unscheduled web or mobile user message queues without an explicit model selection, the server uses the newest eligible queued run’s selection. Integration tests cover queued and immediate messages.

The change makes model picks apply only to the message sent with them. One small gap remains on mobile: a stale cached thread model can block an unpicked send on the client. A rare concurrent-edit case could also lose an explicit pick. Both are bounded, so this is mergeable with owner awareness.

Explanation
Issue #24564 requires that a model pick apply only to the message sent with it. A later ordinary follow-up must use the thread's current model. The mobile outbox now sends modelSelection only for an explicit pick and releases the matching composer pick after delivery. An unpicked follow-up therefore does not carry a stale pick. The server resolves eligible queued, unpicked client messages from the newest queued run model. The added mobile and server tests cover pick release, unpicked delivery, queued follow-ups, monitor updates, and server-created messages.
Full details: Out of Scope Changes check
Explanation
The changed production files implement the #24564 model-pick lifecycle. use-thread-composer-state.ts and threadOutboxDelivery.ts prevent cached model selections from applying to unpicked follow-ups. use-composer-drafts.ts releases a delivered pick. Orchestrator.ts preserves the required behavior for explicit picks, steering, goal commands, and server-created messages. The added tests support these changes. No unrelated change is demonstrated.

Release the model pick only after queued-message cleanup succeeds.
editPendingThreadMessage acquires the message before its first await and uses the same thread draft key. The early release waits for hydration, then can remove that editor-owned draft's matching pick before completeQueuedMessageDelivery returns "edited".

Exclude server-created runs from the queued-pick lookup.
The current sentByUserFromClient guard applies only to the new command. The lookup then considers every queued non-monitor run, including server-created runs. A later unpicked client message can therefore inherit the server message's model instead of the earlier client pick. The stored model is reused when that follow-up starts.

Do not reject an unpicked send using the cached thread model.
If this client has a stale thread model that appears unavailable, this check blocks a message with no draft pick. The server never gets the unpicked message, even though the delivery path now delegates that model choice to the server. Apply this preflight check to an explicit draft pick; let the server validate an unpicked send. (raw.githubusercontent.com)
