fix(server): watch_pull_request wakes once more and stops when the checks finish after a failure - #25539
A reported failure could keep the required checks from passing while the other checks finished, and nothing woke the thread again. No check was newly failed and the gate could not pass, so the watch stayed armed and the thread stayed in Working until someone noticed. Repos where a required check waits for a human to add a label hit this on every pull request.
Once every check has finished and a reported failure still blocks the gate, the watch now sends one last wake that lists what still fails, and ends, so the thread returns to the user's inbox. The wake tells the agent to watch again after pushing a fix, or to hand the work back. A rerun that goes pending arms the notice again. The finished flag rides on the ended watch, and a new watch starts from it, so watching again does not repeat the notice.
An advisory failure after the required checks passed does not end the watch: the agent already had its completion signal, and the owed-checks behavior is unchanged.
Trade-off: when the failure arrives last, the agent gets the normal checks-failed wake and, on the next sweep, the finished wake that ends the watch. If it pushes a fix after that, it calls watch_pull_request again, which the wake says. Ending the watch on the checks-failed wake itself would have forced a re-watch after every failure, so this keeps that wake as it was.
Verification: vp run check:changed passes (format, lint, knip, typecheck of 30 packages, 39 tests in 4 files). New tests cover the reported ordering, the failure-last ordering, an advisory failure after the required gate passed, a re-watch after the notice, and the wake text.

…ecks finish after a failure
A reported failure could keep the required checks from passing while the
other checks finished, and nothing woke the thread again: no check was newly
failed and the gate could not pass. The watch stayed armed and the thread
stayed in Working until someone noticed.
Once every check has finished and a reported failure still blocks the gate,
the watch now sends one last wake that lists what still fails, and ends, so
the thread returns to the user's inbox. A rerun that goes pending arms the
notice again. The flag rides on the ended watch, so watching again does not
repeat it. An advisory failure after the required checks passed does not end
the watch: the agent already had its completion signal.

It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The pull-request watch now reports when all checks finish and previously reported failures still block the required-check gate. It stops watching, preserves the finished state, and sends a final notice listing the checks.

Summary
Track and report completed checks packages/contracts/src/threadPullRequest.ts, apps/server/src/orchestration-v2/pullRequestWatch.ts, apps/server/src/orchestration-v2/pullRequestWatch.test.ts
The watch state gains an optional finished flag. The evaluator resets it when the head changes or checks remain pending. When checks finish and previously reported failures still block the gate, it emits checks-finished. Tests cover completion, reruns, advisory failures, repeated reads, and unreadable check reads.
End and preserve the watch apps/server/src/orchestration-v2/PullRequestWatchReactor.ts, apps/server/src/orchestration-v2/Orchestrator.ts, apps/server/src/orchestration-v2/runtimeLayer.test.ts
The reactor schedules reads for a final notice and ends the watch with reason checks-finished. A subsequent watch copies the saved finished state. Runtime tests cover timed sweeps, comment updates, and restarted watches.
Describe the stop condition apps/server/src/mcp/toolkits/pullRequests/tools.ts, docs/user/source-control.md, apps/server/src/provider/agentContextBudget.json
The tool description and user documentation describe the stop condition. The MCP tool-list byte budget is updated.

Full details: Linked Issues check
Explanation
Issue [#25497] requires a wake after all checks settle when an already reported failure blocks the required-check gate. The current changes force the finishing read, emit checks-finished, include the finished checks and failures in the wake, end the watch, and persist finished across rewatch. The changes reset this state for pending reruns and new heads. Tests cover failure ordering, reruns, advisory failures, rewatching, comment reads, pagination, and wake text.
Full details: Out of Scope Changes check
Explanation
The changes stay within [#25497]. Reactor and evaluator changes implement the final wake and watch termination. Contract, tool guidance, and documentation changes describe the resulting behavior. The context-budget update supports the expanded tool description. Tests provide regression coverage. No unrelated change is demonstrated.

thanks @aglowienka. your final wake and persisted rewatch state address the stranded-watch bug. i kept both commits and merged current main into the branch.
i added the missing scheduling path: after the last check fails, an unchanged fingerprint now gets a detail read on the next sweep, rather than waiting for the 30-minute reread. the normal failure wake stays first. the final wake stops the watch after known unread comment pages have been recovered. i also shortened the tool guidance and clarified that rerunning checks can require watching again.

vp run check:changed passed through blacksmith: format, lint, both knip passes, graphql, typechecks for 31 packages, and 130 tests across five existing files.
the next-sweep regression failed against main's watch implementation in both fingerprint modes, and against the original implementation before the scheduling fix. the comment-pagination regression failed before the guard.
isolated orchestration replay: first sweep records "checks failed"; the next sweep, after advancing the test clock two minutes, records "checks finished, stopped watching" and persists an ended watch. restarting and watching again does not repeat either notice. incomplete comment reads retain the watch until recovery.
all 27 github checks passed on this head, including all eight server shards, web tests, build/typecheck, lint, and release smoke.
two independent reviews approved this head after one follow-up for the pagination guard.
unverified: a live forge-to-provider-to-client wake and desktop/mobile interaction. no ui components changed. the model eval was attempted but could not start without ANTHROPIC_API_KEY. coderabbit skipped this push because the organization review budget is exhausted; its prior finding was already fixed by the original author.

reproduced on github/main (10e709c337) in a separate worktree: after the failure wake and another successful sweep, the thread stayed working/waiting with an active failed watch.
installed both checkouts with vp i and ran one background dev server at a time, with isolated state. used repo playwright and /usr/bin/google-chrome. created the project and threads through the web app and selected codex gpt-6.1-sol in the composer.
exercised real github ci on this pr: reran and cancelled lint, producing a cancelled lint job and failed aggregate check. the pr delivered the normal failure wake, then the final wake on the next sweep. codex received both, and the client returned the thread to the inbox. no mocks, fixtures, label changes, or other prs.
rewatching the unchanged failed head did not repeat the final notice. restarting the server during a real build rerun recovered the watch, observed pending, and rearmed it. when that build finished with the earlier failures remaining, one final wake stopped the watch again.
restored ci by rerunning the failed jobs. all 27 checks pass, and codex received the passing-check wake in the app. focused existing checks through blacksmith passed: 25 watch tests and four orchestration cases.

native electron, ios/android, macos/windows, and remote/relay/tunnel clients were not exercised. the live forge exposed no required checks, so the required-versus-advisory distinction was covered by existing tests rather than live repository rules. host comment-pagination failures were not induced. the live failure used an actual cancelled job and failed aggregate check, rather than changing labels or introducing a code failure.

Count successful checks, not all non-failed checks.
If one check fails and another is skipped or neutral, this notice says “1 passed” even though no check succeeded. Count checks with status === "success", or describe the remainder as non-failing. The check contract distinguishes these statuses. (raw.githubusercontent.com)

… of the comments
The sweep that sent the final notice read only the pull request detail when the host
fingerprint had not changed, and passed the previous read's remarks as empty. The GitHub
fingerprint carries the review-thread count, not edits inside a thread, so an edited review
comment could be left out of the wake that ends the watch, and no later sweep could catch it.
The sweep after the checks settle now reads activity too and drops cached thread tails, so the
notice goes out with a complete read or waits for one. Reading activity while checks are still
pending would spend host quota on every sweep, so the notice lands one sweep after they settle.
The notice now counts only successful checks as passed, so a skipped or neutral check is not
reported as a pass.

…e agent context budget
main added agentContextBudget.json after this branch started. The watch_pull_request description
grew by 130 bytes on this branch, so the measured value moves with it.

thanks @maria-rcks. i kept your commits and merged current main into the branch again.
coderabbit's remaining finding on the reactor holds. when the host fingerprint had not changed, the sweep that sent the final notice read only the detail and passed the previous read's remarks as an empty list. the github fingerprint carries the review-thread count, not edits inside a thread, so an edited review comment could be left out of the wake that ends the watch, and no later sweep could catch it. the sweep after the checks settle now reads activity and drops cached thread tails, so the notice goes out with a complete read or waits for one. reading activity while checks still run would spend host quota on every sweep, so the notice lands one sweep after they settle. the stale-remarks fallback in the reactor is gone. the out-of-diff finding also holds: the notice now counts only successful checks as passed, so a skipped or neutral check is not reported as a pass.
main added agentContextBudget.json after this branch started, and the longer watch_pull_request description is 130 bytes over it. i committed the measured value separately so the branch is green. ci rejects a raised budget without the agent-context-increase label, so that needs a maintainer, or the description needs trimming after the evals run.
verification at 321cdca5cdef7530b963c1d64d3fdb945ac732e6:
vp run check:changed upstream/main passed: format, lint, both knip passes, graphql, typecheck for 32 packages, and 142 tests across six existing files once the budget was recorded.
the runtime regression injects a review-comment edit the fingerprint cannot see after the failure wake and expects it in the final wake. it failed before the reactor change in both fingerprint modes. the paginated case now asserts the final read pages every tail again and failed before the change. the evaluate message case includes a skipped check and failed before the count change.
restarting and watching again after the notice does not repeat it; the edit is dated inside the watch window, so a re-watch does not report it twice.
unverified: a live forge-to-provider-to-client wake, and the model eval for the tool description, which i did not run. no ui components changed.
…t budget
The description had grown 130 bytes past main's agent context budget, which CI rejects without
the agent-context-increase label. The two added sentences become one: do not watch again after
a wake unless it says T3 stopped watching. The final wake already says why the watch stopped and
when to watch again, so the description only needs the rule. The measured tool list is now 5 bytes
below main's.
The covering eval case, wake-required-passed-rearm-or-shell-wait, builds in a dry run against the
new text; the paid run was not made.

Written by claude-fable-5-1 in Claude Code on behalf of Adam
I added one commit on top of the latest merge of main rather than amending.
CI rejected the previous push because the agent context grew 130 bytes past main's budget, which needs the agent-context-increase label. Instead of asking for the label, I shortened the watch_pull_request description. The two sentences this PR had added become one: "Do not watch again after a wake unless it says T3 stopped watching." The final wake already says why the watch stopped and tells the agent to watch again after a fix or rerun, so the description only needs the rule the agent applies on a wake. The measured tool list is now 5 bytes below main's, and the committed budget records that value.
Verification at 028a0e8cc0f4043bb29d0ae3153f14da3fb507b4:
The agent context budget test passes with the measured value, 46002 against main's 46007.
Format and lint pass on the changed file.
The covering eval case, wake-required-passed-rearm-or-shell-wait, builds in a dry run, and the request body it prints carries the new description.
Unverified: the paid run of that eval case. The checkout has no ANTHROPIC_API_KEY, so I did not spend on it. The command is pnpm mcp-tool-use --case wake-required-passed-rearm-or-shell-wait --samples 1 --out runs/check from evals/ if a maintainer wants the measurement before merge. No other text or code changed in this push.
merged current main without rebasing. conflict resolution preserves the final fresh remarks read and main's independent detail/activity failure handling and transient host recovery.
fixed one rewatch edge case: when a same-head rerun fails a different check between reads, the new failure now rearms the final notice. extended the existing rewatch case; its new assertion failed before the one-line fix. no new test files or ui changes.
verification at 6250d8253acd93c3481d08089a2f072991510326: blacksmith vp run check:changed github/main passed format, lint, both knip passes, graphql, 35 package typechecks, and 157 tests across six files. two independent read-only reviews approve this exact head. both existing bot findings are addressed and their threads are resolved. the final diff remains nine files, 363 additions and 34 deletions, versus nine files, 353 additions and 34 deletions at takeover.
unverified this pass: live forge-to-provider-to-client wake and native clients. the earlier live evidence remains on this pr; this pass exercised the evaluator and orchestration runtime paths. all 28 ci contexts are now successful or normally skipped; github reports CLEAN and MERGEABLE. web ci initially hit two unrelated file-preview timeouts; the PDF case also failed on main earlier today. rerunning the failed jobs passed without source changes.

The
finishedflag rides on the ended watch, and a new watch starts from it, so watching again does not repeat the notice.
If it pushes a fix after that, it calls
watch_pull_requestagain, which the wake says. Ending the watch on the checks-failed wake itself would have forced a re-watch after every failure, so this keeps that wake as it was.Fixes #25497
