docs: open and track PRs through GitCafe when origin is git.cafe - #25126
Agents kept opening PRs on GitHub and linking their github.com URLs, so T3 Code polled GitHub for them and exhausted the rate limit. GitCafe now opens PRs with matching numbers, accepts fork heads, and shows GitHub's checks, so the mirror section no longer sends agents to GitHub to create PRs.
The GitCafe mirror section and the AGENTS.md rule now say: push to origin, open PRs with cafe pr create or cafe stack submit, link the git.cafe URL, read checks with cafe pr status, and write closing references as Fixes pingdotgg/t3code#<n>, because GitCafe rewrites a bare #<n> into a git.cafe link that GitHub does not close issues from. gh stays only for CI logs and reruns and for merging with --match-head-commit, since cafe pr merge cannot pin a commit and cafe ci does not see this repository's GitHub Actions runs yet.
This PR was itself pushed to git.cafe and opened with cafe pr create. Follows up #23808.
