fix(server): migrate-dev-db no longer trips over webhook tables - #24404
vp run migrate-dev-db failed with FOREIGN KEY constraint failed while copying the source snapshot. scheduled_task_webhook_replay_keys and scheduled_task_webhook_pending (migration 067) reference scheduled_tasks. The refresh clears that table, so their rows pointed at nothing.
The copy now reads the source's foreign keys and also clears every table that references a cleared table, transitively. A future table hanging off scheduled_tasks or auth_sessions is dropped with it instead of breaking seeding again. Those webhook rows are pending work for the real install's tasks, which the refresh already promises to drop.
Proof:
The existing migrate-dev-db test now seeds a replay key and a pending delivery for the fixture's task. It fails on main with the same constraint error and passes with the fix (7/7).
Against a read-only snapshot of a real ~/.t3/userdata, the snapshot phase failed with the FK error before this change and completes after it.
Seeding failed with a foreign key error once scheduled_task_webhook_replay_keys and
scheduled_task_webhook_pending existed: both reference scheduled_tasks, which the
refresh clears. Tables that reference a cleared table, however indirectly, are now
cleared with it.

Macroscope's review found this PR approvable — This is a narrowly scoped development-database migration fix with a regression test for webhook tables. It changes only the developer snapshot-copy behavior and does not affect production request handling or product defaults.

The migration now expands its cleared-table set through foreign-key references and skips those tables when copying. The migration test includes webhook replay keys and pending deliveries in its leftover-row check.

copySourceSlice adds tables that reference cleared tables to the skip set. The test fixture adds webhook replay-key and pending-delivery rows, then checks that their combined leftover count is zero.

Explanation
The title names the fix and the affected area: migrate-dev-db no longer fails on webhook tables. It matches the main change, which clears tables that reference cleared tables so the webhook tables (migration 067) no longer break the FK copy. The conventional commit format is used.
Full details: Description check
Explanation
The description covers the problem, the change, and verification. It explains the FOREIGN KEY failure, the transitive clearing of referencing tables, and test results (7/7) plus a read-only snapshot check. Two template sections are missing or thin: 'Scope and approval' has no link to a triaged issue or maintainer-approved discussion, and no explicit justification for skipping one. The Problem section also lacks an explicit expected-behavior statement and reproduction steps beyond the command. The template's agent attribution line is not present, though the description includes a Claude Code note.
Resolution
Add a 'Scope and approval' entry. Link the triaged bug issue or the maintainer-approved discussion, or explain why this very small, focused fix of an obvious bug qualifies without one. Add the expected behavior for migrate-dev-db and the reproduction steps. Confirm the agent attribution line matches the template (model and harness).

The fixture tests tables that reference scheduled_tasks directly. It does not test the new repeated expansion. Add a populated fixture table that references scheduled_task_webhook_pending, then assert that migration clears it. This will catch a regression that clears direct references but still copies their descendants.
As per coding guidelines, “Backend behavior changes ship with focused tests for that behavior.”

Normalize foreign-key table names before expanding cleared.
SQLite preserves the spelling used in a foreign-key declaration. If a source schema declares REFERENCES SCHEDULED_TASKS while CLEARED_TABLES contains scheduled_tasks, the comparison at line 262 misses the dependency. copySourceSlice then skips the parent but copies the child rows, leaving foreign-key violations in the snapshot.
