ApprovabilityVerdict: Approved at Macroscope's review found this PR approvable — This is a focused, backward-compatible fix to preview snapshot timeout reporting. Existing capture behavior and deadlines remain intact; the added production logic only tracks pending stages and propagates bounded diagnostic metadata, with targeted regression coverage. - Line 607: Update the unread-frame branch in snapshot to report the frame-read
failure and its actual timeout or stage instead of calling snapshotTimedOut(),
which incorrectly attributes the failure to the overall capture deadline.
Preserve the existing condition that detects an unread frame.
- Around line 664-665: Update `track` and the `snapshotTimedOut` conversion so a
stage that times out is recorded before `finally` removes it from `pending`,
then include that timed-out stage in the reported stages. Keep `timeoutMs`
unchanged as the 10-second capture deadline.

Problem
preview_snapshothas a 10,000 ms capture deadline, but the broker rebuilds its timeout error with the outer request's 15,000 ms limit. A capture that expires after 10 seconds therefore tells the agent it waited 15 seconds. The generic “page too busy” message also hides which capture work is still pending. This is the secondary diagnostic defect reported in #23936.
Change
Carry the capture deadline and bounded pending-stage names through the timeout error contract and broker. The error now reports the capture deadline and identifies pending metrics, frame reads, page state, screenshot, or accessibility work. Stage counts account for a retry overlapping an unanswered capture. A stage whose own Playwright timeout fired stays in the report after it stops running. A frame that does not answer reports its own 1,000 ms frame-read limit instead of the capture deadline.
Scope and approval
This qualifies for the small, focused obvious-bug exception in CONTRIBUTING.md: the error reports a different deadline from the one that actually expires. The contract, server, and regression tests all support correcting that diagnostic. Existing capture deadlines, rendering, and screenshot scheduling are preserved. This PR changes only what the error says; it does not stop snapshots of background tabs from timing out. The background-rendering fix is separate, and this PR does not close #23936.
Verification
15000instead of10000, and stalled metrics/screenshot captures omitted their deadline and stage details.accessibility tree, and the second reported10000with no stage instead of1000withframes.vp run check:changed: formatting, lint, knip, GraphQL generation, affected package typechecks, and both adjacent test files pass. The two test files run 45 tests, including the existing headless Chromium snapshot cases. The native Electron background-tab failure has not been rechecked by this reporting-only PR.
