fix(server): keep slow device hosts from blocking other hosts - #23498
With a second device host configured, one slow host holds up every other host, the local machine included. DeviceService has a single lifecycle lock, and readiness held it for the whole of host.ensureReady. For an SSH host that includes the hub start, which allows up to 1,300,000 ms (about 22 minutes) for a first-time install. list checks hosts four at a time, but the lock ran them one after another.
What you see: open the Device panel while an SSH host is unreachable or still installing. The panel says "No simulators or emulators were found on this environment." until that host gives up, even though this machine's emulators are ready.
Change
readiness and agentReadinessIfSupported now start the host outside the lifecycle lock. Each host already serializes its own starts and stops (LocalDeviceHost and SshDeviceHost have their own semaphores; EasDeviceHost caches its ready state).
Without the long lock, turning device support or agent access off can land during a start. So:
However a start ends, it then takes the lock and rereads the settings. If the start is no longer wanted it stops the host (or its agent) and drops the statuses it published after configure cleared them.
An unwanted successful start fails readiness with "Device support was turned off while the host was starting." agentReadinessIfSupported returns null, as it does when agent access is off up front, so a host retry falls back to the device hub alone.
list and retryHost publish a host's failure under the lock, only while device support is on. Otherwise a start failing after the disable marks the local host "failed", which the setup switch reads as on.
Turning device support off still stops each host in turn, and an SSH host's stop waits for its own start. That is unchanged.
Scope and approval
There is no issue for this. It's a focused fix for a bug the code shows directly: one lock held across a step that may run for minutes, shared by every host.
Prior PRs: none for this bug. #21478 also edits DeviceService.ts, but only how close releases agent-device sessions, in other hunks.
Verification
Linux (Fedora 44), apps/server. Four new tests in DeviceMultiHost.test.ts; fake hosts' starts wait on a Deferred:
A fast host gets ready while a slow host starts. After a disable, the slow start fails and is stopped again.
A disable lands before an agent start brings the hub up and fails. The hub is stopped again; the status is disabled.
A disable lands while list starts the local host. The status ends "disabled", not "failed".
Agent access is turned off while retryHost starts agent tools. The agent is stopped; the host ends ready.
On main bd6940beab all four hit the suite timeout: the fast host and configure wait for the lock held by a start the test has not released. Here they pass in 1 to 2 ms. All 15 files in src/device/ pass (130 tests). tsc-rs --noEmit exits 0, and vp lint and vp fmt --check are clean.
Real app: production builds of main and this branch (vp build for apps/web, vp pack for apps/server), a fresh state dir each, Chrome 156 on Linux. Device support was on, with one SSH host, "Build box", at 192.0.2.1. That is a documentation address that never answers, so ssh waits out its 10 s ConnectTimeout. This machine has the Android SDK and one AVD. After a warm-up, I restarted the server before each run and opened the thread with the Device panel showing.
On main the emulator appeared only after Build box failed (11.9 and 11.5 s). On this branch it appeared at 1.5 and 1.8 s, while Build box was still connecting.
In a third run I turned Device hub off in Settings as soon as the emulator row showed. On this branch that was at 3.5 s, while the Build box start was still running. On main it was 13.4 s, after both hosts had finished. Both builds end with the panel's setup switch off.
Not checked:
A real SSH host stuck in its hub install. The run used an unreachable address, which ssh gives up on after 10 s, so the wait on main was about 10 s, not minutes.
In the real app, a disable while the local host itself starts. Settings disables the switch while hosts start and none is ready. The tests cover it.
DeviceService held its one lifecycle lock while a host started, so an SSH
host that was slow to connect or still installing its hub (its bootstrap
allows about 22 minutes) blocked readiness, listing and state publication
for every other host, the local one included.
Start hosts outside the lock; each host already serializes its own starts
and stops. The lock now covers only the check that the start is still
wanted and the ready publication. A start that finishes after device
support or agent access was turned off stops that host again.

With starts outside the lifecycle lock, turning device support off can
finish before a start takes its host's lock. If that start then failed or
was interrupted, for example when the agent tools install failed after the
hub came up, nothing stopped the hub, because the check ran only on
success.
However a start ends, it now rereads the settings under the lock, stops
the host (or its agent) when it is no longer wanted, and drops the
statuses it published after configure cleared them. A successful start
still fails when it is unwanted or its host was replaced.

…urned off
The device list and host retry published a start's failure without
checking settings, so a start that ended after device support was
turned off marked the local host "failed", and the setup switch read
that as enabled. They now publish under the lifecycle lock and only
while device support is on. An agent start that ends after agent
access was turned off returns no readiness, so a retry starts the
device hub alone, as before the lock change.

Macroscope's review found this PR approvable — This is a focused DeviceService bug fix that removes a shared lock around potentially minute-long host startup while preserving per-host serialization and synchronized cleanup. Added tests cover slow-host independence and disablement races; no product defaults, schemas, deployment configuration, or static-analysis suppressions are changed.

Walkthrough
Device and agent startup now runs outside the lifecycle lock and checks current settings and host identity after startup. The service stops revoked starts and limits failure status updates to current hosts while device support is enabled. SSH hosts reject operations after retirement.

Full details: Description check
Explanation
The description follows the repository template closely. It has the Problem, Change, Scope and approval, and Verification sections. The Problem section names the single lifecycle lock as the cause and gives reproduction steps. The Change section explains how hosts now start outside the lock and how the service rechecks settings afterward. The Scope and approval section states there is no issue and explains why the fix is focused. The Verification section lists the four new tests, the baseline failure on main, the passing results on this branch, the type, lint, and format checks, and production-build timing runs with screenshots. It also lists what was not checked: a real SSH host stuck in hub install, a disable during a local host start in the real app, EAS hosts, and iOS simulators on macOS. The template asks for a conventional commit title, but the description has no title in the body, so that cannot be confirmed here. The template also asks for an agent footer, and the description includes one. The Scope and approval section is brief for a change of this size, but the author gives a reason for skipping a prior issue. Overall the description is mostly complete.

publishStartFailure is a reusable arrow function that returns an Effect. It has no named span. The path instructions require Effect.fn("Service.operation") for reusable functions, not an arrow returning Effect.gen.
As per path instructions, hold changed code to docs/internals/effect-services.md. That document says reusable functions use Effect.fn("Service.operation").

🎯 Functional Correctness | Minor | ⚡ Quick win
Keep a revoked agent failure from marking the host failed.
If ensureAgentReady fails after configure({ agentAccessEnabled: false }), stopIfRevoked clears the host status. The retryHost catch then calls publishStartFailure. This guard sees that device support is still enabled and restores a failed status, even though agent access was turned off. Handle this retry as a hub-only retry; keep genuine device-start failures visible.

Verified unchanged head d2177db2687e00b96c4ef003aef7e2b918e4cb6f against github/main at b1bd06432d on this Linux VM. Installed dependencies in both checkouts and ran one background dev server at a time. Used the repository's Playwright with /usr/bin/google-chrome. Created a real git project, threads, and device settings through the web app. Real Codex gpt-6.1-sol turns completed on both revisions.
Configured the real local Android AVD Verification_API_35 and an unreachable SSH host at 192.0.2.1. On a cold Device panel load, main began local startup only after SSH failed: the local AVD appeared 11.281 seconds after device.list. This head published the local AVD after 1.457 seconds, while SSH was still connecting; SSH failed at 10.059 seconds. These are observed timings for this run, with each revision's bundled hub version. WebSocket events confirm the changed startup ordering.
Nearby behavior: local Start progressed during an SSH Retry, and the emulator booted. A fresh Codex session called the real t3-code.device_list MCP tool and received Verification_API_35, Android 15.0, booted: true, alongside the SSH failure. The all-host MCP response still waited about 10 seconds for SSH; the web state updates arrived independently. Disabled Device hub about one second after starting another SSH retry: after the late failure, the setting remained off. Re-enabled it and the local device returned.
blacksmith-check passed the eight focused device tests and vp run check:changed (format, lint, knip, GraphQL, affected types, and three test files). No source changes or pushes were needed. Captures were inspected, and uploaded videos were played through and sought successfully.
Not verified
Native iOS/Android clients, Electron, macOS/Windows, EAS, successful SSH bootstrap or a minutes-long tool install, host replacement during startup, and agent-access revocation during a failing agent-tools install were not exercised here. SSH slowness used a real connection timeout, not a remote installation. Emulator video/control streaming was not verified; discovery, startup, boot state, and provider MCP listing were verified.
