Problem

At certain chat widths, with a floating preview open and a notice such as "Usage limit reached" above the composer, the notice flips between two layouts about every frame. The composer height changes by ~24px each time, so the floating preview and the timeline jump up and down. Moving either side panel by a few pixels stops it.

Change

NoticeText (in ComposerBannerStack.tsx) showed its details button whenever the text overflowed, and removed it as soon as the text fit. Together with the layout around it, that forms a loop:

1. The text is truncated, so the details button appears.
2. The button widens the title area, so the actions wrap to a second row and the composer grows.
3. ChatCanvas measures the new composer height, which moves the floating preview and changes the chat lane insets, so the banner width changes.
4. With the extra room the text fits, the button is removed, the actions unwrap, and the loop restarts.

The button now stays until the banner is wider than the width at which it first appeared. The banner is also observed for size changes. This breaks the loop at a fixed width and leaves widening/narrowing behavior unchanged.

Scope and approval

A small, focused fix for an obvious rendering bug in one component; it changes no product behavior or defaults. No prior issue or discussion exists; I searched open and closed PRs and issues for composer notice/banner flicker and found none.

Verification

Reproduced and checked in a dev client with a temporary harness page (not committed) that renders the real ChatCanvas and ComposerBannerStack with a stand-in floating preview frame fed through ChatCanvas's preview reporting, so the real layout code decides its position. It sweeps the chat width and samples the composer height and the preview's top over 8 frames.

• Before: at chat widths 504-516px with a 200px or 300px preview, 7 flips in 8 samples (for example composer 162px to 138px while the preview's top moves 342px to 318px). Outside that narrow band there were no flips; a 640-1240px sweep was stable.
• After: the same sweep at 480-540px shows 0 flips, and the layout settles (162px composer at 504px). A second sweep of 470-560px, narrowing then widening again, with 200px and 300px previews (124 steps) also shows 0 flips.
• vp run typecheck in apps/web, vp lint and vp fmt --check on the changed file pass.

Not checked:

• No automated regression test. The failure needs the real layout and several frames of waiting, which the repo's test rules do not allow, and my attempt in the browser test harness did not render the banner layout faithfully.
• The recordings come from the harness page above on a dev build of this code, not a real thread with the real mini player; the screen recorder only saves frames when the screen repaints, so the "before" clip understates how fast it flips (about 5 visible changes per second against roughly one per frame).
• Checked in a Chromium-based dev client only.

• two independent read-only reviews approve this head. the earlier activation-width finding remains addressed and its thread is resolved.
• original continuous flicker and a genuine provider usage-limit banner remain unverified; no claim of failing-before/passing-after for that original oscillation. the exact original reproduction limitations in the prior evidence comment still apply. native desktop, mobile, other providers and remote connections were not exercised. the long nested branch label remains ellipsized inside the details popover, as on main.
