Read and stat errors are treated as "lock is gone" or "lock is empty". This skips the retry delay.

  • fileSystem.stat(lockPath) at Line 517 uses Effect.option. Any stat error becomes Option.none, and Line 518 then runs continue without sleeping.
  • readDirectory failures become [] at Line 522. Line 523 then sets recovered = true, and Line 533 runs continue.

Only NotFound proves that the lock is absent. For any other error, such as EACCES, EMFILE, or a transient Windows sharing error, a live installer may still hold the lock. The loop then retries with no delay. All 100 attempts can run in well under a second, so the caller gets install_locked while a healthy installer is still downloading. The nonrecursive rmdir still prevents wrongly reclaiming a populated lock, so the damage is a spurious failure, not data loss.

Treat a failed readDirectory as inconclusive. Do not set recovered in that case, so the loop falls through to Effect.sleep. Apply the same rule to a non-NotFound stat failure.

Proposed fix for the `readDirectory` case
- const owners = yield* fileSystem
-          .readDirectory(lockPath)
-          .pipe(Effect.orElseSucceed(() => []));
-        let recovered = owners.length === 0;
-        for (const entry of owners) {
+        const owners = yield* fileSystem.readDirectory(lockPath).pipe(Effect.option);
+        let recovered = Option.isSome(owners) && owners.value.length === 0;
+        for (const entry of Option.getOrElse(owners, () => [])) {

Based on learnings: when reading lock owner metadata, only a confirmed absence (ENOENT) permits recovery. Treat other read errors as inconclusive.

Review comment at @packages/shared/src/relayClient.ts around lines 518 - 523:
Update the lock-recovery loop using fileSystem.stat, fileSystem.readDirectory,
lockInfo, and recovered so only a confirmed NotFound result treats the lock as
absent or empty. Treat other stat or directory-read errors as inconclusive,
leave recovered false, and let the loop reach its retry delay.
