ApprovabilityVerdict: Needs Human Approval Macroscope's review found this PR requires human approval — This PR substantially changes the production release pipeline by splitting Windows arm64 artifacts across runners and changing nightly concurrency, cancellation, and publication gating. The changes affect release completeness and workflow orchestration, so they warrant human review beyond automated approval. You can add or adjust custom eligibility rules. Learn more. |

Stand down when a scheduled publisher is active.
takeOverScheduledNightlies leaves the scheduled run active but still returns true. The manual run can therefore reach release and publish_cli while the older run is publishing. Both publish to the nightly channel, so the older run can finish last and move the npm dist-tag or hosted nightly alias back to the older commit. Return false when any scheduled publisher was found.

A manual nightly cancels any active scheduled nightly unless it is already publishing or has decided not to build, and stands down when a healthy scheduled run already builds the same commit. Resolve the contradictory manual-nightly policy.
Line 401 says that manual nightlies require new commits and a six-hour publication gap. This line says that manual nightlies bypass both checks. Scope line 401 to scheduled nightlies, or state the exception there, so release operators have one unambiguous rule.

Note 🤖 Claude Opus 5.5 responding on behalf of Theo Closing as superseded by #22428. Windows arm64 now builds and signs on Linux and only verifies on The manual-nightly queue change in this PR is separate and did not land. It can come back as its own PR. |
Releases went back to 25+ minutes. Three causes, from the last few runs:
windows-11-armrunner. Every other target took ~3.5 min. It was the slowest job in every healthy run.Fix
Windows arm64. The desktop app now cross-builds on the 32-vCPU Blacksmith x64 Windows runner, like macOS x64 already does on arm64. The build script already supports this: node-pty ships win32-arm64 prebuilds, and the staged install selects arm64 native packages. Only the CLI archive needs arm64 hardware, for its smoke test, so it gets its own
cli_win_arm64job onwindows-11-armwithdesktop: false. That job does not install the desktop deps or package the app. Both jobs gate the release.Manual nightlies. Manual runs get their own queue. A manual nightly checks the scheduled nightlies that are building:
Scheduled runs skip while a manual run is active. So nightlies still never build twice or publish out of order.
Tradeoff
The cross-built arm64 app cannot run the Windows primary native-load probe. That probe needs the target arch. The x64 build still runs the probe on every release, and arm64 keeps all structural checks.
docs/operations/release.mdis updated to match.Expected
Release time is ~12 min without queueing, down from ~17 min. A manual nightly no longer waits behind a scheduled one.
