fix(server): T3 Connect backs off from a failing relay instead of hammering it - #22108
Conversation
…mering it During #16810 every host retried relay requests on a 30 s cap forever, and hosts whose connector could not connect for local reasons asked for tunnel recovery every 2 minutes, which recovery could never fix. That load is what kept the relay's Cloudflare API budget exhausted. - Relay retries (tunnel recovery, registration, startup link reconcile) back off to 5 minutes and never retry sooner than the relay's Retry-After, which RelayRequestError now keeps. - The recovery cooldown doubles each time the runtime asks again right after a recovery, up to 30 minutes, and resets once a recovery holds. - The startup link reconcile keeps retrying instead of stopping after 10 minutes, so a headless host relinks once the relay recovers. Link, tunnel registration and recovery failures caused by a Cloudflare 429 or the shared pause after one now carry Retry-After with the remaining pause, so hosts that honor it (#22108) wait the pause out instead of retrying into it. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Preserve Retry-After for expired-proof 401 responses.
The expired-proof branch returns an unavailable RelayRequestError before the shared header parser runs. A valid Retry-After is therefore discarded, so retryable callers can retry before the relay-requested delay.

Track successful recovery completion separately from recovery attempts.
lastRecoveryAtMillis is set before cloudLink.recoverManagedTunnel(...) completes. A failed or false recovery can therefore satisfy the ten-minute reset condition on the next request. This resets the cooldown to two minutes instead of continuing the backoff.
Keep the attempt timestamp for failed-request backoff, but reset the cooldown only when the previous recovery returned true. Record that successful recovery's completion time, not its start time.

…oldown Review fixes (Sol 6.1): - Retries of an unavailable relay re-ran the cooldown step, so each failed attempt doubled the cooldown: attempts at 0, 4, 12, 28 and 58 minutes. Only a new recovery request grows the cooldown now; retries inside one recovery wait the base cooldown (and any Retry-After). The recovery runner moves out of server.ts so this is tested. - The registration retry window only ended when a backed-off sleep did, so the stored-connector fallback could start minutes late. Sleeps are trimmed to the time left in the window. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Review fixes (Fable 5.1): - The startup link reconcile retried every retryable error forever, so a local failure (cloudflared that cannot run, a broken secret store) relinked, and provisioned a tunnel on the relay, every few minutes for the life of the process. It now keeps the 10 minute window for those and continues past it only while the relay itself is unavailable, logging once when it does. - Retry-After is capped at 15 minutes instead of an hour. - Jitter runs before the 5 minute cap, so the cap holds. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…indow Review fixes (Sol 6.1, round 2): - Trimming the last sleep to the window, then retrying again past it, sent three relay requests within a millisecond at the 10 minute mark, ignoring a longer Retry-After. The window now closes at the first sleep that would end past it, and one schedule runs on both sides, so the relay's pacing holds across the fallback handoff. - managedTunnelRecoveryRetrySchedule is no longer exported (Knip). A recovery that retried through a long relay outage recorded its start time, so a connector that died right after it succeeded looked settled and called the relay again with no wait, just as the relay recovered. (Fable 5.1, round 2.) Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

…mering it (pingdotgg#22108) Co-authored-by: Claude Opus 5.5 <noreply@anthropic.com> (cherry picked from commit cd8a986)
During #16810, hosts made the Cloudflare rate-limit storm worse. Every host retried failing relay requests on a 30 s cap indefinitely. Hosts whose cloudflared couldn't connect for local reasons (no network, a firewall) also asked for tunnel recovery every 2 minutes, which recovery can never fix. Before the incident, about 75% of recovery calls came from those healthy-but-looping hosts.
Changes (
apps/server/src/cloud)Retry-After. Tunnel recovery, registration and the startup link reconcile sharerelayRetrySchedule: exponential from 1 s, jittered, capped at 5 min, and never sooner than the relay'sRetry-After.RelayRequestErrornow keepsretryAfterMillis, parsed from the header in either delay-seconds or HTTP-date form, capped at 15 min. The relay doesn't send the header for these routes yet; fix(relay): tunnel recovery no longer drives the Cloudflare API into rate limits #22059 will start sending it when its shared Cloudflare pause is active.Retry-After) and don't grow the cooldown. A host stuck for local reasons goes from 30 recoveries an hour to about 2. Known tradeoff: a connector that exits regularly for local reasons (e.g. a flapping VPN) also climbs to 30 min, even when each restart fixes it. Telling the cases apart needs a connector-connected signal that today has one consumer, and the cost is capped.t3 service restart; two reporters in [Bug]: T3 Connect link returns 504 Gateway Timeout from relay, client shows bare "failed" #16810 hit this. Now, once the 10 min window passes, it logs once and keeps retrying on the backed-off schedule as long as the relay answers "unavailable". Local failures, such as cloudflared that can't run, still stop at the window, so they don't relink and provision a tunnel every few minutes forever. Registration and the reconcile run one retry schedule across the window: it closes at the first sleep that would end past 10 min, so the stored-connector fallback starts on time and the relay'sRetry-Afteris honored on both sides of the handoff. These ship with host releases (desktop, CLI and service), so the effect arrives gradually as hosts update.
Three rounds of adversarial review by Fable 5.1 and Sol 6.1; both approve the final code. Fixed along the way: retries no longer grow the cooldown, the fallback is on time without a request burst at the window edge, the reconcile is bounded for local failures, the cooldown counts from the end of a recovery,
Retry-Afteris capped at 15 min, and jitter runs before the cap. Left as-is: a recovery still retries local failures (e.g. a broken secret store) indefinitely, but at 2–5 min spacing instead of the previous 30 s.Tests:
relayResponse.test.tschecks that bothRetry-Afterforms are kept and malformed values ignored.managedTunnelStartup.test.tschecks the cooldown growing, capping and resetting, and that the schedule waits at leastRetry-After(that test fails without the change). TheCloudLinkandManagedEndpointRuntimesuites pass, and server typecheck and lint are clean.Done with Claude Code (Opus 5.5) in T3 Code.
