Adding a second review note can remove the first note’s citation. Code and Guide now append each line note with its context. General Ask/Explain actions share one composer writer and replace only their own unchanged, standalone request. Reader edits, ambiguous copied paragraphs, and earlier line notes retain their text and context.

Selection IDs include both diff sides, and PR/guide context IDs include the URL to distinguish hosts, repositories and PRs. Removing a general citation does not lose ownership of its unchanged request. The PR-row action uses the same writer. This is a maintainer rebuild of @jakeleventhal’s #19955; contributor history, including its upstream rebase, is preserved through normal merges.

Verification on d20b89a:

  • Focused logic/composer tests: 294 → 287, plus five existing review-context tests; all 292 pass. Removed obsolete helper-only ownership tests in favor of real writer/store behavior. Existing browser fixture: 30 → 35; all 35 pass in Chromium. Targeted lint/format, web typecheck and seven React Compiler checks pass. Negative controls reproduce the repaired ownership and citation regressions.
  • Three independent parallel whole-diff review rounds; both reviewers report no blockers in the final round. Earlier findings led to the diff-side, reader-text, whitespace and ownership fixes above.
  • Live Linux web before: actual main renderer and real public diff, Add to agent on lines 1 and 2 into one unsent draft loses the first citation. The initial rebuild preserved both through that same UI flow and preserved three line notes through Explain → another line note → Ask. No GitHub comments were posted and no agent turns started.
  • Current-head live proof: production writer/store in the running renderer with those cached real line contexts; both citations render. Identical copied paragraphs remain; deleting the chip still permits request replacement; text after a citation keeps its sentence; edited text retains its original PR context across a second PR. Repeating Explain is stable. Reloading the real diff hit a GitHub quota error, so this current-head check is programmatic, not another Add-to-agent click-through.
  • Code/Guide destinations, caret insertion, diff-side identity, URL collisions and exact ownership output have automated coverage. Electron shell, macOS/Windows, native mobile, actual Enterprise hosts and remote/relay/tunnel were not exercised. Mobile uses a separate review UI and is unchanged.

Before — actual main renderer, second line note drops the first citation:

Before: the first review note loses its line citation

After — current head, production composer writer with cached real line contexts:

After: both review notes retain their line citations

Earlier live Add-to-agent flow on the initial rebuild, before the later ownership repairs.

Landing is handled centrally; no merge or recurring watcher.

Tests: GPT-6-Astra; implementation: GPT-6.1-Sol; independent reviews: Claude Opus 5.5 and GPT-6-Sol, through T3 Code (Codex/Claude harnesses).

This looks like a good fix for a frustrating workflow bug — adding a second line comment shouldn't make the first citation disappear.

I'd make sure the regression test covers comments added from both Code and Guide, including a mix of those sources in the same draft. It'd also be worth checking that the existing replacement behavior for Ask/Explain handoffs is unchanged, since the fix is intentionally scoped to line-comment handoffs.

That should help verify both sides of the change: citations accumulate where they should, without changing the behavior of the other handoff types.

Approvability

Verdict: Needs Human Approval

Macroscope's review found this PR requires human approval — This PR fixes citation loss across pull-request composer flows by adding shared ownership tracking and new append/replace behavior for prompts and review contexts. The implementation is a substantial stateful runtime change spanning multiple existing actions, so its interactions warrant human review.

📝 Walkthrough

Pull-request line selections now append prompts and review-comment citations to composer drafts. General handoffs track inserted text and preceding prompt content when replacing earlier requests. Pull-request context and selection identifiers now include URL data.

Changes: Line-comment handoffs

Layer / File(s) Summary
Handoff prompt and context IDs
apps/web/src/components/pullRequest/pullRequestDetail.logic.ts, apps/web/src/components/pullRequest/usePullRequestActions.ts, apps/web/src/components/pullRequest/pullRequestDetail.logic.test.ts
Handoffs record inserted text, preceding prompt content, and related context IDs. Replacement removes a prior handoff only when its recorded text and prefix match, while preserving other prompt content and citations. Pull-request references and line-comment chip IDs use URL data. Tests cover edited, quoted, whitespace, and repeated prompt text.
Append selected-code handoffs
apps/web/src/components/pullRequest/PullRequestDetailPanel.tsx, apps/web/src/components/pullRequest/PullRequestDetailPanel.test.tsx
Selected-code tasks append prompts and review comments. General tasks retain the replacement path. Tests cover citations, reader edits, pull-request changes, multiple line comments, and row quick actions.

Merge Risk: ⚪ Minimal · up to 7d341

No actionable issue remains for this change; it is mergeable after normal checks.

Security architecture risk: ⚪ Minimal · up to 7d341

The change preserves selected review context without automatically starting agent work or broadening permissions. The reviewed paths continue to require an explicit send, and no material security regression was established.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The changed operation affects the selected composer draft, which can intentionally contain context from multiple PRs. It does not itself publish comments or dispatch agent work; any downstream use remains dependent on composer submission.

Trust Boundaries and Controls

  • observed — Draft preparation remains separate from submission. The send path checks provider availability, send readiness, and environment operation scope before dispatch; the changed handoff path only writes draft content.

Resilience and Maintainability Implications

  • inferred — Prompt and context updates have no asynchronous gap in the handoff writer. Existing persistence defers serialization of the latest state and flushes on unload, reducing normal interleaving exposure without making the updates transactional. Ownership metadata remains process-local; when absent, the replacement helper preserves existing prose rather than claiming ownership of it.

Added the requested coverage in 8643797: Code → Guide and Guide → Code comments in one draft, general Ask/Explain replacement both with and without appended comments, and preservation of reader edits. The same flows run for the thread’s own PR, another PR beside that thread, and an unsent draft. Also covered citation collisions across PRs, repositories, and hosts. Validation: 337 focused tests passed, web typecheck passed, scoped lint passed with existing warnings, formatting and diff checks passed. Browser verification was not rerun for this follow-up.

Investigated the failed CI run on 5757d58: Test Server 4 timed out after 120 seconds in ClaudeAdapterV2 background wake turns > moves the root’s foreground subagents to the background before a steer (never answers). The aggregate Check failed because that shard failed. The exact case passes locally (vp test run apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.test.ts -t "moves the root.*before a steer.*never answers": 1 passed). No server source changed. The review fix in 7d3413e starts a fresh CI run; continuing to watch its result.

Taking over this one for batch web-misc-07: I’ll merge main, trim redundant tests, independently rebuild citation-preserving handoffs, and run parallel full-diff reviews before pushing back here. Landing remains with the coordinator.
