Long single background commands are stored in the Running banner title, which was clipped without a way to read the full command. Titles now reuse the existing overflow details popover; title and description controls have distinct accessible names. The control disappears when the title fits. Command execution and Stop are unchanged.

Preserves and builds on @macodev00’s work in #19810. Fixes #19797.

Verification on the maintainer head:

• Existing browser test file: 2 → 2 tests, with the added regression simplified from 44 to 33 lines. Actual main production: description passes, title regression fails; restored head: 2 pass.
• Targeted lint, formatting, web typecheck, and diff check pass.
• Linux Chromium, 1280×800: mounted the production ComposerBannerStack in a controlled fixture inside the isolated running app. A single command without a description is clipped; hovering the new control reveals the complete title; widening removes the control. Matching actual-main and head captures below. This is component-level live proof; the server clears stale background tasks at startup, so no real shell task was launched for the capture.
• Independent full-diff Opus and Sol reviews: round 1 returned no blockers. Optional duplicate popover dialog name retained; trigger labels are distinct.
