When a prompt mentions multiple Claude skills, only the last one is dispatched natively. Earlier user-only skills become bare slash names that Claude's Skill tool cannot invoke, despite the user's explicit request.

Add a user-invocation note and the discovered SKILL.md path to each distinct earlier user-only skill. Keep the final skill as the native command and earlier model-invocable skills as bare slash names. Ordinary sends and steering share this behavior, including messages with attachments.

The earlier-skill fallback directs Claude to the raw instructions file. It does not perform native $ARGUMENTS substitution or dynamic context injection for earlier skills. Native rendering remains available for the final dispatched skill. This improves the existing refusal path without claiming full native multi-skill expansion.

Verification on headless Linux / Node 24:

  • Dispatcher, discovery, and adapter suites: 318 tests passed. Replaced the contribution's four dispatcher tests with two behavior tests, preserving all 316 upstream cases.
  • The adapter regression uses real temporary skill files and observes outgoing SDK messages for a plain send and an attachment-bearing active steer. Removing the invocation fallback makes both new tests fail; removing adapter flag forwarding makes the runtime test fail.
  • Server-only typecheck, targeted lint, formatting, and whitespace checks pass. One upstream unused-variable lint warning remains.
  • One independent full-diff review round by Claude Opus 5.5 and Codex GPT-6-Sol found no code blockers. Both reviewed and accepted the explicitly scoped native-rendering limitation.

The proof establishes discovery and dispatch through the SDK boundary. No live Claude skill execution, browser flow, macOS, Windows, iOS, Android, or Electron desktop verification was performed during takeover. Earlier screenshots have been removed because they do not verify the rebuilt head. The raw-file rendering limitation is acknowledged rather than treated as native expansion parity.

Built on @chuks-qua's original implementation and reproduction in #19485. Related report: #20367.

Tests: GPT-6-Astra (high); implementation: GPT-6.1-Sol (high); reviews: Claude Opus 5.5 and GPT-6-Sol. Harness: Codex and Claude in T3 Code.

…t refused

Claude Code expands only the last skill in a message. Earlier mentions
become plain `/name` text, and the model's Skill tool refuses a skill
marked `disable-model-invocation`, so it told the user to run it themselves.

An earlier user-only skill now carries a note saying the user invoked it
and the path to its SKILL.md, so the model can read and follow the file.

Approvability

Verdict: Approved at e27b2f9

Macroscope's review found this PR approvable — This is a focused Claude dispatch bug fix: earlier user-only skills now carry their existing SKILL.md path while the final skill retains native expansion. The production impact is confined to that prompt-shaping path and is covered by targeted tests, with no defaults or static-analysis configuration changes.

📝 Walkthrough

Claude skill dispatch now uses a map of skill targets that includes each skill’s path and optional user-invocation-only status. The planner adds path-aware notes to earlier mentions of user-invocation-only skills.

Changes: Claude skill dispatch

Layer / File(s) Summary
Dispatch target contract and planning
apps/server/src/provider/Drivers/ClaudeSkillDispatch.ts, apps/server/src/provider/Drivers/ClaudeSkillDispatch.test.ts
ClaudeSkillTarget carries a path and optional userInvocationOnly flag. The planner annotates earlier user-invocation-only skill mentions once and leaves the dispatched mention unannotated. Tests cover these cases.
Skill discovery and adapter integration
apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.ts
Skill discovery returns targets for enabled, user-invocable skills. Normal, steered, and attachment-aware message creation pass the target map to the planner.

Change: Bug fix

Suggested reviewers: t3dotgg

Merge Risk: 🟡 Moderate · up to af381

Earlier user-only skills that need arguments or dynamic context may not run correctly. Preserve invocation-time rendering before merging.

Security architecture risk: 🔵 Low · up to af381

The change remains limited to enabled, user-invocable skills and does not change configured permissions. However, following a skill file directly has not been shown to preserve every protection of normal invocation.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The demonstrated instruction exposure is bounded to enabled, user-invocable skills discovered under the configured user or project skill roots. Message text selects a known name rather than supplying an arbitrary file path. No broader tenant, service, or credential authority was established by this change.

Security Findings and Attack Paths

  • inferred — The invocation statement is derived from token syntax, not separate provenance. However, treating matching tokens as skill selections predates this PR, including native dispatch of the final user-only skill. This weakens an introduced authorization-bypass interpretation; an untrusted-source exploit or increased privilege was not established.

Trust Boundaries and Controls

  • observed — The adapter preserves enabled and user-invocable filtering. Its existing runtime policy separately determines permission mode, read-only tool restrictions, and permission-callback installation. The added file note does not itself modify those settings; equivalent native skill-specific processing remains unverified.

Hit this on nightly 0.1.1-nightly.20261016.3190 with Opus 5.5. $poteto-mode $grill-me … expanded only grill-me, and the model never touched poteto-mode: no Skill tool call and no file read, so the skill was silently dropped. $grill-me $poteto-mode … worked, because the model read the earlier skill's SKILL.md on its own. The path annotation in this PR would make the first order work too.

Taking over this one as maintainer for batch claude-05. I will merge current main, keep the fix focused on earlier explicitly invoked user-only skills, and verify the tests and implementation in separate agent runs before pushing here.
