[Bug]: Settle button not matching display

Hover on a settle button on a thread.

The button only works like so

Button should work normally

Button only works on space between button and snooze button.

fixed by #5486. the merged SidebarV2 changes stop hidden action layers from intercepting pointer events and restore pointer events when the settle controls are visible.
