[Bug]: Workspace floating panel overlaps Publish repository modal when sidebar is open #15161

Description

When the sidebar is open, the Workspace floating panel overlaps the Publish repository modal. The panel stays in front of the modal and obscures part of its contents, including the header, step navigation, and provider selection area.

Steps to reproduce

  1. Open a project and keep the sidebar open.
  2. Open the Workspace floating panel.
  3. Select Publish repository under Version Control.
  4. Observe the Workspace panel overlapping the Publish repository modal, as shown in the screenshot.

Expected behavior

The Publish repository modal should appear above the Workspace floating panel, with all of its contents visible. Opening the modal should dismiss the panel or place it behind the modal/backdrop.

Actual behavior

The Workspace floating panel remains above the modal and covers its upper-right portion while the sidebar is open.

Impact

The overlap obscures the publishing flow and makes the dialog harder to use.

    Thanks @bharara for the report and the clear steps. This is a real stacking bug, and it shows up when the Workspace panel is in its floating (popover) presentation.

    What happens

    The thread details card (Workspace / Version Control) stays inline only when the chat canvas has about 240px free to the right of the conversation (resolveThreadDetailsCardLayout in apps/web/src/components/chat/threadDetailsCardLayout.ts). Opening the sidebar shrinks the canvas, so on a typical window the card switches to popover mode. Inline, the panel is absolute z-20 and sits under dialogs. As a popover, its positioner is z-[130] (apps/web/src/components/ui/popover.tsx).

    Publish repository is a normal dialog whose backdrop and viewport are z-50 (dialog-styles.ts, dialog.tsx), and WizardPopup doesn't raise that. Both layers portal to the document, so the floating panel paints over the modal and covers the header, steps, and provider row. The same overlap likely affects any dialog opened from that panel (commit, push, and so on), not just Publish repository.

    Likely fix area

    Menus and selects inside dialogs are deliberately z-[130], so raising every dialog above 130 would put dialogs over their own menus. A more local fix would be one of:

    • dismiss the floating Workspace panel when a dialog opens from it, or
    • give this popover surface a layer below dialogs (--z-sheet is 46, dialogs start at 50).

    A maintainer will decide on the fix direction. The screenshot gist didn't load for me (HTTP 500), but the steps match this code path.
