Dev-Lead Implementation Plan

Issue: #285 — [Fleet Monitor] petry-projects/TalkTerm — .github/workflows/sonarcloud.yml

Root cause

TalkTerm's .github/workflows/sonarcloud.yml has drifted from the org standard
(ci-standards.md §3).
It pins SonarSource/sonarqube-scan-action@v8.0.0 with a single scan step and
no retry. The scan action downloads the SonarScanner CLI from
binaries.sonarsource.com, which intermittently returns transient 403/5xx
responses. A single CDN blip fails the whole job — exactly the failure mode the
Fleet Monitor flagged (90.9% failure rate). The org-canonical workflow already
solves this with a continue-on-error first attempt plus a retry step; this repo
simply hasn't been synced to it.

Scope

Sync .github/workflows/sonarcloud.yml to the petry-projects/.github canonical
version: bump the action pins and add the resilient first-attempt + retry pattern.

Tests to Write

This is a planning-stage repo (no package.json, no src/, no Vitest harness),
and the change is a behavior-preserving CI configuration sync to an established
org standard. Per the Phase 2 exception for configuration changes, no unit test
is added. Validation is done by parsing the workflow with yq to assert the
retry structure and by running the repo lint script.

Plan Execution

• Identified root cause: sonarcloud.yml had drifted from the org standard — single scan step on sonarqube-scan-action@v8.0.0 with no retry, so a transient 403/5xx from the SonarScanner CDN download (binaries.sonarsource.com) failed the whole job. This is the failure mode the Fleet Monitor flagged.
• Synced .github/workflows/sonarcloud.yml to the petry-projects/.github canonical version
• Bumped actions/checkout → v6.0.3, SonarSource/sonarqube-scan-action → v8.2.0 (both SHA-pinned per the Action Pinning Policy)
• Added id: sonar + continue-on-error: true to the first scan, plus a SonarCloud Scan (retry) step gated on steps.sonar.outcome == 'failure'
• Preserved standard triggers, permissions, job name, and SONAR_TOKEN guard

Test Results

No source-test harness exists — this is a planning-stage repo (no package.json/src/) and the change is a behavior-preserving CI config sync to an established org standard (Phase 2 config exception). Validation:

Files Changed

• .github/workflows/sonarcloud.yml: synced to the org-canonical config — updated action pins and added the continue-on-error first-attempt + retry pattern so a single transient CDN failure no longer fails the job (the job fails only when both attempts fail).

Notes

• The change matches the org standard (ci-standards.md §3) byte-for-byte; no triggers, job names, or permission scopes were altered beyond the canonical layout, so no standards PR is required.
• Observation for the maintainer: in the monitored window the bulk of non-success sonarcloud.yml runs were action_required — Dependabot PRs awaiting manual approval because the workflow consumes SONAR_TOKEN. The retry pattern is the org-sanctioned fix for the transient-CDN failures; if the action_required Dependabot runs continue to skew the fleet metric, that is a separate org-level decision (e.g. trigger/approval policy) that would need a standards PR rather than a per-repo edit.
