Problem

Synced stubs in ring repos carry a header naming v1-stable above a uses: line pinned to their ring — bots flag it and agents edit the stub to match

From the issue: The sweep re-pins a synced stub's uses: line (and agent_ref) to the target repo's ring, but leaves the stub's header comment naming the template's channel. In a ring-0 or ring-1 repo the two then disagree inside one file.

Risk

Low — 12 file(s) changed; no CI- or runtime-critical paths touched.

Test plan

Tests added/updated: test/scripts/deploy-standard-workflows/stub-header-tier-neutral.bats. Verification: bash scripts/dev-lead-lint.sh (shellcheck --severity=warning) ran pre-commit; the bats suite runs in CI.

Rollback

Revert this PR. No non-revertible side effects (no tags, migrations, or external state).

Monitoring

This PR's CI checks (Lint + bats) are the success/regression signal.

Closes #1297

CodeAnt Nitpicks

1 code suggestion

1. This only renders templates; the sweep skips existing pin-compliant consumer stubs, leaving their old stable-channel headers and the reported fleet mismatch in place.

Incomplete implementation · test/scripts/deploy-standard-workflows/stub-header-tier-neutral.bats:69-71

CodeAnt PR Risk: High Risk

  • The PR should not merge yet: ring-channel deployments may fail because ring_repin_uses passes the conditional sed options as one quoted script.

Re-read the current CodeRabbit summary (edited 2026-10-21T13:24:54Z). It has no inline findings ("No actionable comments were generated in the recent review"), and no Security Architecture section. The remaining items are the pre-merge warnings and the Merge Risk note, handled as follows:

  • Linked Issues check (templates still say v1-stable): no change. The standards/workflows/*.yml templates are the stable-channel source of truth and their @…/v1-stable refs are intentional. Per AGENTS.md they are copied verbatim and not edited here. The PR makes the header tier-neutral at deploy time instead: ring_repin_uses rewrites the stable wording when it re-pins to a ring ref, and the stale-header cleanup removes leftovers. stub-header-tier-neutral.bats covers both.
  • Out-of-Scope Changes check (idea-enhancer, idea-triage, initiative-planner present-only handling): no change. These are deliberate parts of this PR, kept together with the header work. They add the three workflows as present-only targets that are re-pinned from their own content, which matches the tests and the PR description.
  • Docstring coverage: informational. The repo has no docstring-coverage gate and CI is green.
  • Merge Risk (customized workflows, stale-header regression test): the earlier threads on both points were addressed in prior commits (present-only callers keep their own body; the stale-header test uses a ring1 repo). The latest review of dry-run.bats found nothing further.

No code changes were needed in this pass.

Addressed 0 threads. There were no open review threads, and no CI check or review is a Tier 1 blocker.
- **Tier 1 blockers:** none. Every completed check is green or skipped, and `dev-lead / dispatch` is still in progress. No reviewer has `CHANGES_REQUESTED`.
- **Stale disposition:** CodeRabbit edited its summary comment `IC_kwDORyesfc8AAAABa-ncLg` after my earlier disposition, so I re-read the current body and posted a fresh `answered` disposition (issuecomment-6317245680). The new body has no inline findings and no Security Architecture section. I replied to its pre-merge warnings and the Merge Risk note:
  - **Linked Issues check:** the `standards/workflows/` templates keep their `v1-stable` wording on purpose, because they are copied verbatim. The PR neutralizes the header at deploy time instead.
  - **Out-of-scope changes:** the idea-workflow handling is an intended part of this PR.
  - **Docstring coverage:** the repo has no docstring-coverage gate, so I left it.
  - **Merge Risk:** the two points it names were already fixed in earlier commits on this branch.
- **Test verification:** I made no code changes, so I did not re-run the test suite. CI shows Lint and bats and the other test jobs passing.
- **Files changed:** none.

Fixed in scripts/lib/ring-pins.sh: removed outer quotes from the neutral array expansion in ring_repin_uses() so sed receives multiple -e options as separate arguments, rather than as a single quoted string.
