Adds a scheduled execution path to the PR Review Agent workflow so it runs automatically every hour (UTC), in addition to the existing manual and mention-triggered dispatch flows. This improves continuous PR review coverage without changing the dispatch-based per-PR behavior.

This updates the PR Review Agent workflow to run automatically every hour, in addition to existing manual and mention-dispatch triggers. It addresses the missing scheduled execution path for continuous PR review coverage.
