Classic-merge pingdotgg/t3code main through e8ca3a8280 (47 commits) into fork/dev.

Incoming includes follow-up queue vs steer (#11964), PR icon centralization, tool timestamps, project monograms, GitHub quota sharing, Git index reuse, compatibility watch, and Clerk bump.

Queue: #11964 is still client-side (zustand queuedMessageStore + a followUpBehavior setting). It is not a replacement for the fork's server-side queue. This merge keeps thread.message-queued / server chips and wires Settings → General → Follow-up behavior plus thread.steerQueuedMessage onto that server queue. queuedMessageStore is not taken.

Fork welds kept: HashMap command model, compact-queue hold, Q&A folding, GitHub-hosted runners (no Blacksmith), identity/sidebar extras, project-actions.

Merge with gh pr merge --merge only after pnpm pr:ready and required checks are green.

The health probe launched the PyInstaller ACP binary every minute and force killed it, leaving about 1 GB of _MEI files per run. The probe now resolves the install on disk without spawning. Each ACP process gets its own temp directory under the profile that is removed when the runtime closes, and the driver sweeps the profile temp root on create.

Sync pingdotgg/t3code main (e8ca3a8, 47 commits) into fork/dev.

Keep the fork's server-side queue. Upstream pingdotgg#11964 follow-up behavior
(queue vs steer) is client settings + a shortcut; wire it onto the
server chip queue. Do not take queuedMessageStore.

Also weld: PR icon centralization, tool timestamps, project monograms,
GitHub quota sharing, Git index reuse, compatibility watch, Clerk bump.

The xAI fallback test settled on turn.completed before the mock's last
stdout chunk landed under Fork CI load, so content was "hello from "
instead of "hello from mock". Poll live until the suffix arrives.
