This PR is related to the deployment activity on Rococo described on the issue #138 and #139.
It basically provides a docker folder set up for publishing the Trappist collatator in the paritytech dockerhub.
NOTE: As agreed with @alvicsam, at the moment this PR will be used for testing the docker image building process in a github action.
