Builds on #26596 by matching over the optional prefetched block and receipts so receipt conversion fetches only the missing cache data. When both are missing it reuses get_receipts_and_maybe_block; when only the block is missing a new cache-only get_maybe_block lookup avoids fetching it from the provider.
