Do not delete Projects with child resources

Promoting [this TODO](https://github.com/oxidecomputer/omicron/blob/8d13230e1f50106818e262cae12ec9caf6e6f514/nexus/src/db/datastore/project.rs#L69) to an issue. We need to check for child resources in a Project before deleting it, by adding an `rcgen` field to the database and checking it [similar to other resources](https://github.com/oxidecomputer/omicron/blob/main/nexus/src/db/datastore/ip_pool.rs#L122-L165).
