Active tab hover background colour incorrect

Active tab hover background should be green. I think this has happened before which might indicate some brittleness in the CSS. It might be a Tailwind class ordering issue after a dep upgrade.

There was an ordering bug once: the rule originally needed  !bg-accent-secondary  because it tied on specificity with the generic hover. #2743 fixed that by scoping to .ox-tabs-list. The later Base UI migration (#3089) just renamed [data-state='active'] to  [data-active] and is unrelated.
