Empty IP column in gateways table is misleading

When you create a gateway and attach a pool, you will see an empty IP address column and it makes you think there should be something there, when in fact attaching the pool will usually be sufficient.

Details TBD, but I think we can take the IP column out of the table and let it show up only in the side modal, where we already have this helpful message. Another approach would be to leave it there but add a tooltip (either in the column header or on the "—" itself) with the same helpful message.

Re-reading that, maybe we can leave the IP in the table, but put it after the pool? This feels more like a docs problem than a UI problem, though we can still try to find a spot to explain the situation.

Summary on #2839 for posterity: that PR moves the column, but as Crespo notes in the comments above, better docs would help clarify how internet gateways work and relate to IPs, pools, etc., so not closing this issue yet.
