Configure neutron with logical_switch_per_vlan_segment, segment_bridge
extension, and VLAN ranges for seg1/seg2 physnets. Switch EDPM from
neutron-metadata to neutron-ovn agent with bridge mappings.

Add NNCP and NAD resources for ospbr-100/ospbr-101 so the tempest pod
can reach VMs on VLAN 100/101.
