What this fixes

Deleting a private (or PublicAndPrivate) AWS HostedCluster could leak the AWS PrivateLink VPC endpoint the control-plane-operator created in the customer VPC, along with its security group and its hypershift.local Route53 records.

Root cause

The awsprivatelink controller (in the control-plane-operator) deletes the VPC endpoint, its security group, and its Route53 records using credentials minted against the guest KAS (and, for SharedVPC, cross-account role ARNs read from hcp.Spec.Platform.AWS.SharedVPC). That cleanup is gated by the CPO finalizer on the AWSEndpointService CR.

On teardown, CAPI deletes the HCP via its controlPlaneRef once all Machines are gone, and GC collects the HCP-owned KAS/etcd. With KAS and the HCP gone, ValidAWSIdentityProvider can no longer be verified, so GetCredentialStatus reads Unknown. The hypershift-operator's deleteAWSEndpointServices grants the cleanup grace period only when credentials are Valid, so Unknown is treated like Invalid: it force-removes the CPO finalizer immediately. The AWSEndpointService CR then disappears before the awsprivatelink controller has finished the AWS-side cleanup, leaking the VPC endpoint, its security group, and its Route53 records.

Changes

1. control-plane-operator: delete AWSEndpointServices before removing the HCP finalizer.
HostedControlPlaneReconciler.reconcileDeletion now deletes the AWSEndpointServices in the HCP namespace and waits (requeueing every 10s, bounded by a 10 minute awsEndpointServiceDeletionTimeout) until the control-plane-operator finalizer is gone from each, before removing the HCP finalizer. This runs while the HCP — and therefore KAS, the token-minter credentials, and the SharedVPC role configuration — still exists, so the awsprivatelink controller can delete the VPC endpoint, its security group, and its Route53 records first.

Only the control-plane-operator finalizer is awaited; the hypershift-operator finalizer does not depend on the HCP and is handled by the HostedCluster controller. Cleanup is skipped when ValidAWSIdentityProvider is explicitly False (genuinely broken credentials); an Unknown status still attempts cleanup. If the timeout elapses, HCP deletion proceeds and the hypershift-operator fallback strips any leftover finalizer, so deletion can never wedge.

2. hypershift-operator: clarify the fallback path.
The hypershift-operator's deleteAWSEndpointServices keeps its existing behavior, but its doc comment now reflects the new ordering: by the time it runs the HCP is gone, so a control-plane-operator finalizer still present means the CPO gave up (timeout or invalid credentials) or is an older version without change 1. It is removed so deletion proceeds. The grace period only applies while credentials are still reported valid.

Testing

  • Unit: TestReconcileDeletionAWSEndpointServices covers no endpoint services (finalizer removed), delete-and-requeue, waiting within the timeout, ignoring a hypershift-operator-only finalizer, proceeding past the timeout, skipping on ValidAWSIdentityProvider=False, still cleaning up on Unknown, multiple endpoint services with one pending, and the non-AWS no-op.
  • e2e: a post-delete check (validateAWSVPCEndpointsDeletedFunc) fails the test if a private cluster's VPC endpoints (looked up by vpc-id + tag-key=AWSEndpointService) survive HostedCluster deletion. It runs in PostDeleteAction, before infra destroy would otherwise hide the leak; Public and SharedVPC clusters are skipped and it is gated to OCP >= 5.1.

What this fixes

Deleting an AWS HostedCluster with PublicAndPrivate or Private endpoint access could leak the AWS PrivateLink VPC endpoint, its security group, and the hypershift.local DNS records.

Tearing those down requires a token minted against the guest KAS, so it only works while the control plane is up. During deletion the CPO credential status reads Unknown (the guest KAS health check cannot run), which the hypershift-operator treated the same as having no credentials: it force-removed the AWSEndpointService CPO finalizer immediately and let HC deletion proceed, orphaning the endpoint and its DNS records.

Changes

1. hypershift-operator: grace period on Unknown credentials.
deleteAWSEndpointServices previously retried only while credentials were Valid; Unknown and Invalid both force-removed the finalizer immediately. Now anything not explicitly Invalid (so Unknown too) is retried for up to awsEndpointDeletionGracePeriod (10 min) before force-removing, so a transient Unknown during teardown no longer skips cleanup. A genuinely broken provider still reads Invalid and skips the wait, so stuck clusters still delete.

2. control-plane-operator: keep KAS up until the AWSEndpointServices are gone.
reconcileDeletion now deletes the AWSEndpointServices and holds the HCP finalizer until they are gone, keeping KAS (and the token-minter) up so the awsprivatelink controller can complete the credentialed EC2/Route53 cleanup. KAS survives while the HCP is Terminating because of background garbage collection (CAPI Cluster owns the HCP owns KAS/etcd). The wait is bounded by awsEndpointServiceCleanupGracePeriod (10 min, matched to the HO grace period) so a permanently uncleanable AWSEndpointService (broken credentials, deleted OIDC provider, KAS never ready) cannot wedge HC deletion.

The hypershift-operator keeps its own teardown path (with change 1) as a version-skew fallback, since the CPO ships in the OCP release payload and older hosted clusters may lack change 2.

Testing

  • Unit tests: TestDeleteAWSEndpointServices (HO grace matrix incl. Unknown/Invalid), TestEnsureAWSEndpointServicesRemoved, TestReconcileDeletionAWSEndpointServiceBackstop (within-grace holds and requeues; past-grace proceeds and removes the finalizer).
  • Tested against ROSA HyperFleet. Automated e2e coverage was not straightforward to add; deletion-only change with no NodePool config-hash impact.

Notes

The hypershift.local private hosted zone itself is created and deleted by the CLI infra path; the awsprivatelink controller only manages the VPC endpoint, its security group, and the records inside the zone. This PR restores cleanup of those controller-managed resources.

📝 Walkthrough

Walkthrough

AWS deletion now centralizes cleanup of the default security group, guest cloud resources, and namespace-scoped AWSEndpointService resources. Explicitly invalid AWS identity providers skip cleanup. Unknown status remains retryable. Transient cleanup failures requeue for up to ten minutes. The HostedCluster controller also waits for cleanup, then removes its finalizer when credentials are invalid or the grace period expires. Tests cover these paths.

Explanation

The added tests use Gomega assertions without meaningful failure messages. Examples include g.Expect(err).ToNot(HaveOccurred()) and state assertions at hostedcontrolplane_controller_test.go:4846-4855, 4990-5004 and hostedcluster_controller_test.go:4314-4328. The subtest names do not provide assertion-level diagnostic messages. The tests otherwise use isolated fake clients, perform no indefinite waits, and follow the repository's table-driven setup pattern.

Resolution

Add a meaningful message to every assertion in the new tests. Include the subtest name and the expected operation or resource state, such as g.Expect(err).ToNot(HaveOccurred(), "failed to remove AWS endpoint services for %s", tt.name) and equivalent messages for endpoint existence, finalizers, conditions, requeue state, and fake-client reads.

Coordinate endpoint-service cleanup with cloud-resource cleanup.

removeCloudResources can return false while guest resources are being destroyed, and the caller requeues for one minute. This can consume the HCP's ten-minute DeletionTimestamp window before ensureAWSEndpointServicesRemoved sends the first delete request. The HCP finalizer can then be removed immediately, while deleteAWSEndpointServices has only just started its independent ten-minute wait from the AWSEndpointService.DeletionTimestamp. The guest KAS may stop before endpoint cleanup completes.

Persist the cleanup start time when the first endpoint-service delete is issued, or start endpoint-service deletion before the long cloud-resource wait. Use the same deadline in both controllers. If the cleanup order changes, continue removeCloudResources and recheck endpoint services before removing the HCP finalizer so an endpoint-service timeout does not skip cloud-resource cleanup.

Details

In response to this:

What this fixes

Deleting an AWS HostedCluster with PublicAndPrivate or Private endpoint access could leak the AWS PrivateLink VPC endpoint, its security group, and the hypershift.local DNS records.

Root cause

The AWSEndpointService CR has no owner reference, so it is deleted by an explicit step in the hypershift-operator's delete() flow (deleteAWSEndpointServices), which is reached only after the CAPI Cluster is fully deleted. But deleting the CAPI Cluster cascades: CAPI deletes the HCP (its controlPlaneRef), and GC then collects the HCP-owned KAS/etcd. So by the time the operator reaches the AWSEndpointService deletion, the guest KAS is already gone.

The awsprivatelink controller needs a token minted against the guest KAS to tear down the VPC endpoint, security group, and hypershift.local DNS records. With KAS gone, ValidAWSIdentityProvider can no longer be verified and the credential status reads Unknown. Pre-fix, the operator granted the AWSEndpointService cleanup grace period only when credentials were Valid, so Unknown was treated like Invalid and the CPO finalizer was force-removed immediately. The CR disappeared, but the AWS VPC endpoint and DNS records leaked.

Two trigger windows: normal teardown (KAS torn down before PrivateLink cleanup, as above) and delete-during-creation (credentials never reached Valid).

Changes

1. hypershift-operator: grace period on Unknown credentials.
Credential status is Unknown whenever the identity-provider health check can't reach a verdict; it does not mean the credentials are bad. It shows up as Unknown in cases where the credentials themselves may be fine and cleanup can still succeed, for example:

  • Provisioning: the check has not yet flipped to Valid (there is a delay before the identity provider becomes available), so a cluster deleted while still coming up reads Unknown.
  • Teardown: KAS is torn down, so the check cannot run (we treat KAS-down as Unknown). Change 2 keeps KAS up during teardown, so this should no longer happen on the normal path, but it can still occur under version skew (an older CPO without change 2) or if KAS is otherwise gone.

deleteAWSEndpointServices previously granted the grace period only on Valid, so both Unknown and Invalid force-removed the finalizer immediately, abandoning cleanup that could have completed. Now only an explicit Invalid (a genuinely broken provider) skips the wait; Unknown is retried for up to awsEndpointDeletionGracePeriod (10 min) before force-removing. This is the backstop: change 2 is what actually keeps credentials Valid during a normal teardown. Stuck clusters still delete because Invalid short-circuits, and the timeout bounds the Unknown case.

2. control-plane-operator: keep KAS up until the AWSEndpointServices are gone.
The hostedcluster controller's reconcileDeletion now deletes the AWSEndpointServices and holds the HCP finalizer until they are gone, keeping KAS (and the token-minter) up so the awsprivatelink controller can complete the credentialed EC2/Route53 cleanup.

  • Tested against ROSA HyperFleet (case: delete during provision, delete after readyness, delete when oidc provider is gone).

Summary by CodeRabbit

  • Bug Fixes
  • Improved AWS resource cleanup during HostedControlPlane deletion, including security groups, guest resources, endpoint services, and related DNS records.
  • Transient cleanup failures now retry instead of being skipped.
  • Deletion proceeds after a 10-minute cleanup grace period, preventing resources from blocking deletion indefinitely.
  • Invalid AWS credentials now allow deletion to continue without waiting for cloud-resource cleanup.
  • Endpoint-service cleanup is handled consistently during both HostedControlPlane and HostedCluster deletion.

Good design — keeping the HCP alive while VPC endpoint cleanup runs is the right fix for the resource leak. The CPO/HO layered defense with timeout mechanism and credential status handling are sound. No harmful race conditions between CPO and HO (they operate on different finalizers). Unit tests are thorough with 9 well-named scenarios.

A few suggestions below, mostly around observability of the timeout path and consistency with surrounding patterns.

Summary of findings:

# Severity File Issue
1 HIGH hostedcontrolplane_controller.go Timeout logs resource leak at Info instead of Error
2 MEDIUM hostedcontrolplane_controller.go Error not wrapped with context in reconcileDeletion
3 MEDIUM hostedcluster_controller.go Log message fires outside if block and is misleading
4 MEDIUM fixture.go E2E swallows all AWS errors as retryable; last error lost in output
5 nit hostedcontrolplane_controller.go Missing comment explaining asymmetry with HO credential check
6 nit fixture.go Silent no-op for SharedVPC/Public with no skip logging
7 nit hostedcontrolplane_controller_test.go Missing List/Delete error path test cases

// endpoint cleanup. It matches the hypershift-operator's awsEndpointDeletionGracePeriod,

nit: This duplicates the finalizer const in awsprivatelink_controller.go. Low risk since it's a stable string, but worth a TODO or extracting to a shared location to prevent drift.

Gonna leave this one for now to keep the backport small, sharing it would pull in the awsprivatelink const + support/config. Can do a follow-up cleanup on main.

Wrap the error for consistency with surrounding code in reconcileDeletion:

Suggested change
}
done, err := r.deleteAWSEndpointServices(ctx, hostedControlPlane)
if err != nil {
return ctrl.Result{}, fmt.Errorf("failed to delete AWSEndpointServices: %%w", err)
}

Other error returns in this function use fmt.Errorf wrapping (e.g., "failed to ensure cloud resources are removed: %w", "failed to remove finalizer from cluster: %w"). This should follow the same pattern.

nit: Consider adding a comment explaining why only ValidAWSIdentityProvider is checked here, since the HO's GetCredentialStatus checks both ValidOIDCConfiguration AND ValidAWSIdentityProvider. The asymmetry is correct (ValidOIDCConfiguration is a HostedCluster-level condition not present on the HCP) but could confuse future readers.

Added a comment explaining the asymmetry, the HO gates on both conditions via GetCredentialStatus while we only have ValidAWSIdentityProvider on the HCP.

When this timeout fires, VPC endpoints will leak — the CPO is giving up, and the HO backstop only removes the Kubernetes finalizer, it does not clean up the actual AWS resources. This should be logged at Error level so it's visible in alerting and log queries. The current Info level is indistinguishable from normal operational messages.

Suggested change

Yeah agreed, bumped it to Error and called out the leak in the message.

Additional suggestions (not in diff hunks)

hostedcluster_controller.go:3877 — misleading log message (MEDIUM)

The log.Info("Removed CPO finalizer for awsendpointservice because the HC has no valid aws credentials", ...) at line 3877 fires outside the if controllerutil.ContainsFinalizer block, so it logs "Removed CPO finalizer" even when no finalizer was present. After this PR, the reason for reaching this code is also broader than just "no valid aws credentials" — it could be a CPO timeout, or credentials may be Unknown because the HCP is gone. Consider moving it inside the if block and updating the message. (Pre-existing code, optional for this PR.)

fixture.go — silent no-op for SharedVPC/Public (nit)

validateAWSVPCEndpointsDeletedFunc returns a no-op func() {} for Public/SharedVPC/nil-VPC conditions with no skip logging. Unlike the IsLessThan(Version51) case which logs "SKIPPED: ...", the other conditions are completely silent, making it hard to tell from test output whether the check ran or was skipped.

fixture.go — swallowed AWS errors in poll (MEDIUM)

In validateAWSVPCEndpointsDeletedFunc, when DescribeVpcEndpoints fails, the error is logged and discarded (return false, nil). If the poll times out, the final t.Errorf only reports remaining but not the last AWS error. Consider capturing the last AWS error in a variable and including it in the failure message so developers don't have to scroll through logs to find the root cause.

hostedcontrolplane_controller_test.go — test gaps (nit)

The 9 test scenarios are thorough. Two minor gaps:

  • No test for List API failure — verifies error propagation through reconcileDeletion
  • No test for Delete API failure (non-NotFound) — verifies the IsNotFound filter works correctly and that real errors aren't silently swallowed

When a private AWS HostedCluster is deleted, the VPC endpoint the
control-plane-operator created in the customer VPC could leak. CAPI deletes
the HostedControlPlane via its controlPlaneRef once all Machines are gone,
which garbage-collects KAS and breaks the CPO's token-minter credentials
before the hypershift-operator reaches AWSEndpointService cleanup. By then
ValidAWSIdentityProvider reads Unknown, the grace period (granted only when
credentials are Valid) is skipped, and the CPO finalizer is force-removed
before the VPC endpoint, its Route53 records or its security group are torn
down.

Delete the AWSEndpointServices from HostedControlPlaneReconciler.reconcileDeletion
while the HCP (and therefore KAS and the SharedVPC role configuration) still
exists, and wait, bounded by a 10 minute timeout, until the control-plane-operator
finalizer is gone from each before removing the HCP finalizer. The
hypershift-operator finalizer is not awaited here because it does not depend on
the HCP. If the AWS identity provider is invalid, or the timeout elapses, HCP
deletion proceeds and the hypershift-operator fallback strips the leftover
finalizer, preserving today's behavior.

Add an e2e post-delete check that fails when a private AWS cluster's VPC
endpoints survive HostedCluster deletion, looked up by vpc-id and the
AWSEndpointService tag key. It runs in PostDeleteAction, before infra destroy
would hide the leak; SharedVPC and public clusters are skipped and it is gated
to OCP >= 5.1.

Thanks @sdminonne, got all four:

  • moved the log inside the if block and reworded it
  • added a SKIPPED log for the public/sharedVPC/no-VPC case
  • capturing the last describe error now and including it in the failure message
  • added List + Delete failure test cases

Jira Issue OCPBUGS-42107 has been moved to the MODIFIED state.

In response to this:

What this fixes

Conflict resolution for release-5.0:
- hostedcontrolplane_controller_test.go: kept only the new
TestReconcileDeletionAWSEndpointServices; the 3-way merge also pulled in
  TestReconcileDefaultSecurityGroup*, TestReconcileValidIDPConfigurationCondition
from main, which test code not present on this branch.
- reconcileDeletion takes (ctx, hcp, originalHCP) on release-5.0; updated the
  new test's call accordingly.
- test/e2e/util/fixture.go: dropped the IsLessThan(Version51) gate on the
VPC endpoint cleanup check; on release-5.0 the release is always 5.0, so the
gate would skip the check unconditionally, and this branch carries the fix.
