w.Writecan fail after a client disconnects. This code discards the error, so the webhook cannot report the failed response delivery. Log the error because an HTTP error response is no longer reliable after the response body write begins. As per path instructions: “Never ignore error returns.”

Requesting changes on annotation ownership. I also have a question about how existing Services behave when HCP labels change. Did you consider a MutatingAdmissionPolicy for this annotation? It might avoid the sidecar and TLS plumbing, though I understand it may not be production-available across all supported hosted releases. The remaining comments are additional considerations.

What this PR does / why we need it:
Uses the Hosted Cluster Config Operator (HCCO) to reconcile GCP LoadBalancer Service resource-label annotations in the hosted cluster. HCCO watches Services and the HostedControlPlane, then lists eligible Services during reconciliation and patches their annotations to reflect
HostedControlPlane.spec.platform.gcp.resourceLabels.The reconciliation targets Services handled by the legacy GCP cloud-controller-manager. It skips Services owned by regional backend service (RBS) or another
loadBalancerClasscontroller. It merges HCP labels into the nativecloud.google.com/load-balancer-resource-labelsannotation consumed by the GCP cloud-controller-manager, while recording HyperShift-owned keys inhypershift.openshift.io/managed-gcp-lb-resource-label-keys. Service-owned labels are preserved; when HCP labels change or are removed, only HyperShift-owned keys are updated or removed.Because HCCO reconciles existing Services, label changes converge without requiring a Service write. Services that miss an earlier reconciliation can also be brought up to date later.
