Create publish workflow

For publishing, process is currently manual. Switch to automatic using a workflow.

Current manual process

1. Set version number in files.
2. Verify checks pass on PR.
3. Merge to main.
4. Follow readme steps to create package. Make sure to include build number to allow republishing.
5. Follow readme steps to publish.
