## What changed - Rework the bundled `skill-creator` guidance around concise, scoped instructions, progressive disclosure, optional resources, invocation policy, and risk-based forward-testing. - Simplify generated skill and reference templates so new skills start with only the placeholders and resources they need. - Reject unfinished `[TODO: ...]` placeholders in skill descriptions and instruction bodies while allowing examples inside fenced code blocks.
