getpaseo/plugins requires an author
OVERVIEW.mdnext topaseo-plugin.jsonin the published package for every new version. Bumps #159, #160, #161, #162 there are blocked on it. This adds one per plugin (seeded from the registry copy, without the import credit) and lists it in each package'sfiles. The omp overview drops the alpha wording now that 1.3.0 is stable.BEGIN_COMMIT_OVERRIDE
