Footer link now go to pages not found

Problem

When navigating the links in the footer, the URL locations over on ny.gov are not working.

Solution expectation

• When clicking on the "Accessibility" link I expect to go to somewhere like https://www.ny.gov/accessibility
• When clicking on the "Disclaimer" link I expect to go to somewhere like https://www.ny.gov/website-disclaimer
• When clicking on the "Privacy Policy" link I expect to go to somewhere like https://www.ny.gov/privacy-policy
