[Splitter] Implement component

A splitter component that adds fuctionality for resizable "Pane" component and optional min and max size props.

Considering the current work on #1289 this could become available at some point after the implementation of radix-vue, since it already has such component under alpha stage

Closing this since Nuxt UI now uses Reka UI, you can directly use its splitter https://reka-ui.com/docs/components/splitter directly. I don't think there's a need to implement this one in Nuxt UI as there is no styling applied.
