Problem and changes

Bring the native Rune desktop and Android multi-PC support onto master, including the fixes made after v0.1.17:

• Keep independent authenticated desktop connections and select a connected peer for default clipboard and share operations. Explicit share targets remain exact and report when offline.
• Correct Windows theme colors, hover surfaces and native window captions, and retain the lightweight native desktop and Share Target integration.
• Prepare consistent v0.1.18 versions across Android, Windows and Rust; Android uses version code 20.

The IOTFRESH notification incident was repaired through Android and Windows settings, not an application-code change. The user confirmed synchronization works after that repair.

Validation

• GitHub Actions builds and tests run for the release candidate; see this PR's checks.
• A separate signed Android candidate checks the persistent release signer before tagging.
• Two physical computers transferring simultaneously remain an outstanding real-device acceptance case; existing automated tests cover independent authenticated peers.

• 正式 Release 与 完整发布 CI 均已完成；Windows、Android 固定签名、Relay、安装/卸载与退出回归通过。
• Scoop bucket 已在 f9eadfff566b8c50914761c5b3055c81944c11db 更新到 0.1.17，下载 URL 和 SHA-256 与公开 Release 一致。Log 的实际 Scoop 安装已从 0.1.15 升到 0.1.17，不再依靠候选包覆盖。
• 手机已原位安装公开发布的 code19 APK；五项身份/配对文件哈希不变。桌面身份、配对、配置与 persist junction 均保留。
• 43 项 Rune 测试、28 张渲染场景、24 项 Android 交互测试通过；已用实际安装程序验证真实通知图标/时间、透明度70%保存和原生窗口操作。正式 daemon 托盘退出20ms、释放端口，正常重启后恢复 Relay 连接，未强杀后台。
• 本次八项修复已进入该 release。壁纸需要手机 Settings → Device wallpaper preview 的明确授权；未静默开放全部文件权限。手机锁屏，因此未做实机光学扫码；真实模拟器扫码页启动/取消与优化包入口已验证。当前桌面捕获受限，未冒称已通过新一轮实时 DWM 像素检查。

PR 保持原有 draft，单独的双实体电脑验收不因发布而被冒称完成。

Desktop hover/inactive caption regression: fixed and verified on the installed Build 246 candidate.

• Code: 1b5568404a51ab04e46d60196f86b252a673b558; acceptance checkpoint: 9c1eabd7f6f0c800b13f91e92fc962fadb698418.
• Root causes: Rune stock/high-alpha hover was composited over neutral dark notification cards, washing out text; User32 nonclient activation/paint could draw a classic inactive caption over the Rune client-drawn title bar. Applied low-opacity semantic hover/press washes and suppressed classic caption paint when the custom frame is visible, retaining native minimized behavior.
• CI green: Rune 59 (42043827184, 28 visual scenes), Android Expressive 74 (42043827191), full Build 246 (42043827218, including Windows package, isolated install/uninstall, Share Target and tray Exit).
• Installed the full Windows Build 246 CI package in place through install-windows.ps1, with matching SHA-256 hashes for Rune, daemon and send helper. Preserved the original Scoop persist junction, device identity/pairing/config hashes, Windows Share Target, firewall, autostart and Explorer integration. Daemon/Rune running and phone still linked over Relay.
• Real HWND acceptance: Actual notification-card hover retains readable text and only a subtle neutral-gray wash. With Chrome foreground and Conduit unfocused, the dark client-drawn caption remains intact; no classic gray title bar. Private notification content/screenshots were not uploaded.
• The installed Scoop directory is still a QA candidate overlay under manifest 0.1.17; public v0.1.17 is unchanged. PR Native Rust desktop experience and independent multi-PC pairing #27 should remain draft/unmerged pending broader two-physical-PC acceptance.
