Expose SQLite virtual table API

What is the problem this feature will solve?

The current sqlitemodule does not expose an API to create virtual tables.

What is the feature you are proposing to solve the problem?

Expose bindings for SQLite virtual tables (vtab) allowing users to create and use virtual tables.

What alternatives have you considered?
