Flac doesn't play in folder shares, direct share works fine #26875

Steps to reproduce
- Create folder and upload flac file (probably not file-dependent, I've tried multiple but can't send a sample for copyright reasons)
- Create share link for the file and the folder it's in
- Open both and try to play the file

I've tested an image file and mp3 and they work fine. It doesn't seem to be caused by the ampersand, other files with ampersands work.
Server configuration
Operating system: debian buster (php docker image)
Web server: nginx
Database: mariadb 10
PHP version: 7.4
Nextcloud version: 21.0.1
Updated from an older Nextcloud/ownCloud or fresh install: a couple years old install at this point
