RTS_ID_AUTO_POWER_ON and RTS_ID_AUTO_PROCESSOR cannot be configured properly

Describe the bug
These two config options do not follow the normal pattern. With the way they are currently defined they cannot be easily overridden/modified on a mission config. The only way to change these is to fork SC.
