Update how the ENS Referrals package is published to NPM

We're currently publishing this package as @namehash/ens-referrals

I believe we should make the necessary updates to instead publish this package as ensreferrals.

• Remove the @namehash/ org specifier
• Remove the - to better align with how we're naming our other key packages, including enssdk, enskit, etc..

Full completion of this issue will require various updates to devops scripts in the ENSNode monorepo.

It will also require updating the package name dependency used across a number of apps and packages in the ENSNode monorepo.
