Update Django and dependencies

We're using an "insecure" version of Django viz. 1.7.9. We should update this to the latest which contains security fixes and other API changes.

Some work will be involved in this including updating dependencies and possible code changes. We will need to go through the release change log for Django and flesh out this issue with the changes that need to be made.

would be a good time to also tackle the "making the API urls make sense" instead of relying on the insane qudrupal level indirection it's using right now.
