Improve bin script for typescript projects

Right now it only really works with recent nodejs' ability to run typescript directly (bun and deno I think work well, should test)

For node, should check for presence of tsx or even offer to download it or find a way to run trpc-cli --tsx foo bar

Also not sure that arg parsing is propagated correctly
