[@slonik/migrator] Update peerDependencies and upgrade to latest slonik version

Please update the peerDependencies and apply all the needed changes for the latest slonik version.
Current slonik version is 37.2.0

Unfortunately it's not as simple as that, there are many very strange breaking changes that went into slonik that have made it near-impossible to build tooling against, and no sign of interest in accommodations being made. Having said that, I am working on an update which may be published under a different package name.
