Description (What does it do?)

This PR updates the javascript functionality added in #3215 to redirect the user to the value stored in the MIT_LEARN_DASHBOARD_URL environment variable.

How can this be tested?

Follow all of the testing instruction in #3215. Then set the MIT_LEARN_DASHBOARD_URL environment variable to something like https://google.com/. Then restart your application, and verify that you are redirected to the value you set for MIT_LEARN_DASHBOARD_URL
