Track Agent Plugins 1.0 packaging and marketplace distribution #158

Open

Description

Summary

Package the WinUI plugin using the Agent Plugins 1.0.0 portable format and track publication to the major public agent/plugin directories.

Agent Plugins 1.0.0 standardizes portable packaging for Agent Skills and MCP servers. Marketplace discovery and review remain platform-specific, so each public directory needs a separate submission.

Work items

Portable packaging

  • Update plugins/winui/plugin.json to conform to Agent Plugins 1.0.0.
  • Add the required $schema: https://agent-plugins.org/schemas/1.0.0/plugin.schema.json.
  • Remove non-portable top-level component declarations; allow skills to be discovered from skills/.
  • Put Copilot-specific agents and other client capabilities under com.github.copilot/ while preserving existing Claude Code and Codex compatibility.
  • Keep the existing .claude-plugin/plugin.json and .codex-plugin/plugin.json compatibility manifests until their respective clients document otherwise.

Release consistency and validation

  • Synchronize the version across the portable manifest, client-specific manifests, marketplace files, and package metadata.
  • Validate the Agent Plugins schema and all SKILL.md files in CI.
  • Add installation/loading smoke tests for GitHub Copilot, Cursor, Claude Code, and Codex where practical.
  • Publish an immutable release tag and record the full commit SHA for marketplace reviews.
  • Document tested installation instructions for each supported client in the README.

Public marketplace submissions

  • Submit the tagged plugin to the Awesome Copilot external-plugin review workflow.
  • Submit it to the Cursor Marketplace.
  • Submit it to the Claude Code official plugin directory.
  • Submit it to the OpenAI universal plugin directory for ChatGPT and Codex, if eligible under the current submission requirements.
  • Record submission and listing links in this issue.

Acceptance criteria

  • plugins/winui validates as an Agent Plugins 1.0.0 package.
  • Existing GitHub Copilot, Claude Code, and Codex installation paths continue to work.
  • Versions and release metadata are consistent across every distribution surface.
  • The plugin is submitted to each applicable public marketplace, with status and links tracked here.

Marketplace distribution specification is now proposed in #167:

    • Defines compatibility, direct install, public listing, and featured placement as separate states.
    • Documents the shared release/tag/version gate for all submissions.
    • Confirms the Copilot app Customize tab reads configured marketplaces: winui is already in the default Awesome Copilot marketplace, so the GitHub action is to update that existing record to the new portable package path and immutable release.
    • Documents Anthropic's submission forms and Claude validation path.
    • Records Cursor's current no-binaries policy as a blocker for the canonical package.
    • Documents the OpenAI universal Plugins Directory, generated skills-only ZIP requirements, and the product/security guidance needed for local Windows execution.

The specification uses only public vendor documentation and records unknown or discretionary behavior explicitly rather than treating it as guaranteed.

    Progress update

Awesome Copilot: github/awesome-copilot#3000 (open) — updates the existing \winui\ listing to version 0.6.0, canonical \plugins/winui/agent-plugin\ package path, and pins
ef: v0.6.0\ / commit SHA for reproducible installs.

Claude Code — release-tooling gap found and fixed: \plugins/winui/.claude-plugin/plugin.json\ and \plugins/winui/.codex-plugin/plugin.json\ had drifted to \

    Claude Code submission filed ✅

Submitted the WinUI plugin for review via https://platform.claude.com/plugins/submit:

Status page: https://platform.claude.com/plugins/submissions (awaiting Anthropic review team, may reach out for more info).

Prereq work that unblocked this (adapter version drift, tracked in this issue) is merged: #179 (hotfix, v0.6.1) + #180 (backmerge to staging).

Awesome Copilot: PR github/awesome-copilot#3000 open, updates the winui entry to 0.6.0/agent-plugin path — awaiting maintainer review/merge.

Remaining channels (Cursor, OpenAI) per MARKETPLACE-DISTRIBUTION.md not yet started.

Opened #181 to track the Cursor submission workstream (binary-policy blocker on the bundled analyzer DLL + native-vs-portable packaging decision needed before submitting).

GitHub Copilot: added to the first-party marketplace too ✅

Opened github/copilot-plugins#88, adding the winui entry (pinned to v0.6.1 / commit f94bab1) to GitHub's first-party \copilot-plugins\ marketplace, alongside the existing Microsoft entries there (workiq, azure-devops-copilot-plugin, fabric-skills, power-platform-skills). This is additive to the existing github/awesome-copilot#3000 update — WinUI will be listed in both marketplaces once merged.

Investigated a 5th channel: Gemini CLI Extensions — blocked, tracked in #182

Correction to what I said earlier (I initially assumed this would be a simple manifest+PR like Copilot/Claude — that was wrong, verified against the actual CLI behavior):

    1. \gemini extensions install\ requires \gemini-extension.json\ at the repo root — no subdirectory support. Our monorepo layout (\plugins/winui/...) can't be installed as-is. Upstream ask (Support installing extensions from monorepo / marketplace google-gemini/gemini-cli#28428) is open with no ETA; a closely-related issue (#25676) was auto-closed as won't-fix-for-now.
    2. Even with that fixed, Gemini's extension format is MCP-server / TOML-command / single-GEMINI.md based — not a skills bundle. Porting winui here is a re-authoring effort, not a repackaging job.

Recommendation: park it (option 1 in #182 — wait + track upstream), not worth a shim repo yet. No code changes made.
