Fail to remove the unused volumes after clicking "prune..." button

Build Version: 20230425.3
Docker Desktop Version: 4.19.0 (106053)

Repro Steps:

1. Create volumes using following command: docker volume create <volume-name>.
2. Navigate to "Volumes" view -> Click "Prune..." button.
3. Check whether succeeds to remove the unused volumes.

Expect:
Succeed to remove the unused volumes.

Actual:
Fail to remove the unused volumes.

More Info:

1. This issue doesn't reproduce when using Docker Desktop 4.18.0.
2. This issue also reproduces after executing "Docker Volumes: Prune..." from command palette.

This is related to #3839. Looks like the docker prune bug is still not fixed in the current Docker RC. But I'm optimistic that a fix will be out soon docker/cli#4229
