Make the automatic test refresh performed after a build optional, e.g. with a new flag in the settings or coupled with the one disabling test explorer integration.
Motivation
After each build, a test refresh is triggered with ctest. While this is usefull when using the test explorer ctest integration, it is making the build command hang out longer than necessary when not using this integration (e.g. relying on TestMate for this). This is especially painfull when there is a large number of tests to discover and since the discovery is not scoped to the built target.
Additional information
I finally understood why builds were hanging out after the 'build finished' log when I encountered an error in ctest discovery execution. I'll use it as an example:
[driver] Build completed: ...
[build] Build finished with exit code 0
here ctest discovery execution is triggered (and usually silent appart from the build task still spinning)

[ctest] There was an error running ctest to determine available test executables
without ctest refresh, the logs should stop right after the build finished log.
